30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |

32 | 32 | | 1 SECTION 1. The joint committee on public safety and homeland security shall convene a |
---|
33 | 33 | | 2task force to report on electronic communications and the feasibility of tracking sex offender |
---|
34 | 34 | | 3internet use, via methods including but not limited to: (1) internet protocol addresses, (2) media |
---|
35 | 35 | | 4access control addresses, (3) internet service providers, (4) electronic mail, and (5) instant |
---|
36 | 36 | | 5messaging. The task force’s study shall address, but not be limited to, the following areas: (1) |
---|
37 | 37 | | 6current laws and regulations; (2) other states laws, regulations, and efforts; (3) the feasibility of |
---|
38 | 38 | | 7registration of sex offenders’ online addresses; and (4) relevant civil liberties issues. |
---|
39 | 39 | | 8 SECTION 2. (a) The task force shall consist of: three members of the joint committee on |
---|
40 | 40 | | 9telecommunications, utilities, and energy, two to be appointed by the chair, one to be appointed 2 of 2 |
---|
41 | 41 | | 10by the house minority leader; three members of the joint committee on public safety and |
---|
42 | 42 | | 11homeland security, two to be appointed by the chair, one to be appointed by the house minority |
---|
43 | 43 | | 12leader; one member of the state police, to be appointed by the colonel of the state police; one |
---|
44 | 44 | | 13licensed attorney, with experience in civil rights’ cases, to be appointed by the attorney general; |
---|
45 | 45 | | 14and four experts to be appointed by the commissioners of the department of public utilities upon |
---|
46 | 46 | | 15a majority vote, provided two of the experts have had significant knowledge of a private |
---|
47 | 47 | | 16telecommunications company. |

48 | 48 | | 17 (b) The task force may consult with other government agencies, both federal and state, as |
---|
49 | 49 | | 18well as members of the telecommunication community. |
---|
50 | 50 | | 19 SECTION 3. The task force shall submit a report, including any draft legislation and |
---|
51 | 51 | | 20regulations to the joint committee on public safety and homeland security within 12 months of |
---|
52 | 52 | | 21the passage of this act. |
