[SIMILAR MATTER FILED IN PREVIOUS SESSION SEE HOUSE, NO. 820 OF 2023-2024.] The Commonwealth of Massachusetts _______________ In the One Hundred and Ninety-Fourth General Court (2025-2026) _______________ An Act relative to requiring the sealing of containers transporting solid waste. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 Chapter 21A of the General Laws, as appearing in the 2022 Official Edition, is hereby 2amended by adding the following section:- 3 Section 29. A municipality, agency, individual, firm, corporation or an entity acting on 4behalf of an individual, firm or corporation shall not transport solid waste originating in the 5commonwealth on a vehicle, train, barge, ship, or scow unless the solid waste is covered by a 6hard top or biodegradable seal that hardens after application. 7 The department of environmental protection, in consultation with the department of 8transportation, shall promulgate regulations for the implementation, administration and 9enforcement of this section.
