2828 An Act relative to requiring the sealing of containers transporting solid waste.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 Chapter 21A of the General Laws, as appearing in the 2022 Official Edition, is hereby
3232 2amended by adding the following section:-
3333 3 Section 29. A municipality, agency, individual, firm, corporation or an entity acting on
3434 4behalf of an individual, firm or corporation shall not transport solid waste originating in the
3535 5commonwealth on a vehicle, train, barge, ship, or scow unless the solid waste is covered by a
3636 6hard top or biodegradable seal that hardens after application.
3737 7 The department of environmental protection, in consultation with the department of
3838 8transportation, shall promulgate regulations for the implementation, administration and
3939 9enforcement of this section.
