| 29 | 29 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 30 | 30 | | of the same, as follows: |

| 31 | 31 | | 1 Chapter 21A of the General Laws, as appearing in the 2022 Official Edition, is hereby |
|---|
| 32 | 32 | | 2amended by adding the following section:- |
|---|
| 33 | 33 | | 3 Section 29. A municipality, agency, individual, firm, corporation or an entity acting on |
|---|
| 34 | 34 | | 4behalf of an individual, firm or corporation shall not transport solid waste originating in the |
|---|
| 35 | 35 | | 5commonwealth on a vehicle, train, barge, ship, or scow unless the solid waste is covered by a |
|---|
| 36 | 36 | | 6hard top or biodegradable seal that hardens after application. |
|---|
| 37 | 37 | | 7 The department of environmental protection, in consultation with the department of |
|---|
| 38 | 38 | | 8transportation, shall promulgate regulations for the implementation, administration and |
|---|
| 39 | 39 | | 9enforcement of this section. |
