26 | 26 | | Whereas, The deferred operation of this act would tend to defeat its purpose, which is to |

27 | 27 | | analyze whether the Cannabis Control Commission permitting of marijuana cultivator or |
---|
28 | 28 | | marijuana product manufacturer licenses is over-supplying the market and putting existing |
---|
29 | 29 | | market players at risk of failure, therefore it is hereby declared to be an emergency law, |

30 | 30 | | necessary for the immediate preservation of the public convenience. |

31 | 31 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |

32 | 32 | | of the same, as follows: |

33 | 33 | | 1 Whereas the overall supply of cannabis determines the market’s price per ounce and price |
---|
34 | 34 | | 2per ounce determines the profitability and sustainability of current market participants, |
---|
35 | 35 | | 3 Hereby, we require the Cannabis Control Commission to analyze whether its permitting |
---|
36 | 36 | | 4of marijuana cultivator or marijuana product manufacturer licenses is over-supplying the market |
---|
37 | 37 | | 5and putting existing market players at risk of failure. |
---|
38 | 38 | | 6 SECTION 1. (a) The Cannabis Control Commission shall conduct or retain an outside |
---|
39 | 39 | | 7expert in economic analysis to conduct and publish a study on supply and demand in the |
---|
40 | 40 | | 8cannabis market, including the legally licensed businesses and the existing black market. The |
---|
41 | 41 | | 9study shall review the current cannabis canopy supply for patients and consumers; project future 2 of 2 |
---|
42 | 42 | | 10trends in consumption; provide an in-depth look at the price per pound as a market driver for |
---|
43 | 43 | | 11consumers; and analyze the adequacy of the commission’s regulations on cultivation tiers. The |
---|
44 | 44 | | 12study will offer projections for the appropriate number of licenses to enter the market per year |
---|
45 | 45 | | 13given demand projections. |
