2828 Resolve to examine Chapter 40B.
2929 1 Resolved, there shall be a special commission to examine modernizing the
3030 2comprehensive permit law for low or moderate income housing under Chapter 40B.
3131 3 The commission shall consist of the House and Senate chairs of the Joint Committee on
3232 4Housing, who shall serve as co-chairs of the special commission; the commissioner of the
3333 5Executive Office of Housing and Livable Communities or a designee; 1 member appointed by
3434 6the senate president; 1 member appointed by the senate minority leader; 1 member appointed by
3535 7the speaker of the house 1 member appointed by the house minority leader; 4 representatives of
3636 8cities and towns appointed by the Massachusetts Municipal Association; 1 representative of
3737 9community organizations involved in affordable housing development.
3838 10 This commission shall thoroughly examine the comprehensive permit law and suggest
3939 11any amendments that would improve the law's effectiveness in balancing community needs with
4040 12the need for more housing in Massachusetts. 2 of 2
4141 13 The first meeting of the commission shall take place not later than 2 months after this bill
4242 14is enactment into law. The commission shall submit its recommendations, together with drafts of
4343 15any legislation, to the clerks of the Senate and the House of Representatives, the chairs of the
4444 16Joint Committee on Housing, not later than December 31, 2025.
