2828 An Act for a Bridge Employment Training Program (BET).
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. The Massachusetts General Laws are hereby amended by inserting the
3232 2following new chapter:
3333 3 An Act for a Bridge Employment Training Program (BET).
3434 4 Whereas, it is in the interests of sound economy, for the individuals, businesses, and
3535 5organizations of Massachusetts, that well-trained individuals have appropriate skills, and are
3636 6matched to productive employment. This legislation has been devised, in order to specify, and
3737 7expand, all reasonable opportunities. 2 of 2
3838 8 1.) The Executive Office of Labor and Workforce Development (EOLWD), is hereby
3939 9authorized to develop a Bridge Employment Training Program (BET), for residents of the
4040 10Commonwealth of Massachusetts.
4141 11 2.) Individuals authorized to participate in this program, shall be individuals determined
4242 12to be employable, and/or who have lost their employment, within at least six weeks, or more.
4343 13 3.) The Department is authorized to devise Independent Employment Training Contracts
4444 14(IETC) to stipulate agreed-upon training programs, for up to two years, with specified
4545 15requirements, which shall be matched with available positions in the Commonwealth, in private,
4646 16non-profit, and/or public employment.
4747 17 4.) The goal of this bill, is to accomplish, as far as is practicable, that all individuals may
4848 18have access to Employable Skills Training (EST) to improve their economic lives, and the
4949 19benefit of our Commonwealth, as a whole.
5050 20 5.) The Department shall be innovative in creating these options, coordinating private,
5151 21non-profit, and public resources, including, but not limited to, suitable consultation with Human
5252 22Resource professionals, and diverse in all respects of being non-discriminatory.
