29 | 29 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
30 | 30 | | of the same, as follows: |

31 | 31 | | 1 SECTION 1. The Massachusetts General Laws are hereby amended by inserting the |
---|
32 | 32 | | 2following new chapter: |
---|
33 | 33 | | 3 An Act for a Bridge Employment Training Program (BET). |
---|
34 | 34 | | 4 Whereas, it is in the interests of sound economy, for the individuals, businesses, and |
---|
35 | 35 | | 5organizations of Massachusetts, that well-trained individuals have appropriate skills, and are |
---|
36 | 36 | | 6matched to productive employment. This legislation has been devised, in order to specify, and |
---|
37 | 37 | | 7expand, all reasonable opportunities. 2 of 2 |
---|
38 | 38 | | 8 1.) The Executive Office of Labor and Workforce Development (EOLWD), is hereby |
---|
39 | 39 | | 9authorized to develop a Bridge Employment Training Program (BET), for residents of the |
---|
40 | 40 | | 10Commonwealth of Massachusetts. |
---|
41 | 41 | | 11 2.) Individuals authorized to participate in this program, shall be individuals determined |
---|
42 | 42 | | 12to be employable, and/or who have lost their employment, within at least six weeks, or more. |
---|
43 | 43 | | 13 3.) The Department is authorized to devise Independent Employment Training Contracts |
---|
44 | 44 | | 14(IETC) to stipulate agreed-upon training programs, for up to two years, with specified |
---|
45 | 45 | | 15requirements, which shall be matched with available positions in the Commonwealth, in private, |
---|
46 | 46 | | 16non-profit, and/or public employment. |
---|
47 | 47 | | 17 4.) The goal of this bill, is to accomplish, as far as is practicable, that all individuals may |
---|
48 | 48 | | 18have access to Employable Skills Training (EST) to improve their economic lives, and the |
---|
49 | 49 | | 19benefit of our Commonwealth, as a whole. |
---|
50 | 50 | | 20 5.) The Department shall be innovative in creating these options, coordinating private, |
---|
51 | 51 | | 21non-profit, and public resources, including, but not limited to, suitable consultation with Human |
---|
52 | 52 | | 22Resource professionals, and diverse in all respects of being non-discriminatory. |
