| 27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 28 | 28 | | of the same, as follows: |

| 29 | 29 | | 1 Chapter 40 of the General Laws, as appearing in the 2022 official edition, is hereby |
|---|
| 30 | 30 | | 2amended by adding the following new section: |
|---|
| 31 | 31 | | 3 Section 70. There shall be a special commission to study the streamlining of municipal |
|---|
| 32 | 32 | | 4licenses for businesses. The commission shall consist of the following members, the chairs of the |
|---|
| 33 | 33 | | 5joint committee on Community Development and Small Businesses, who shall serve as co- |
|---|
| 34 | 34 | | 6chairs; 1 member of the house of representatives appointed by the speaker; 1 member of the |
|---|
| 35 | 35 | | 7senate appointed by the senate president; 1 member appointed by the minority leader of the |
|---|
| 36 | 36 | | 8house of representatives; 1 member appointed by the minority leader of the senate; the secretary |
|---|
| 37 | 37 | | 9of housing and economic development or a designee; 1 member appointed by the Massachusetts |
|---|
| 38 | 38 | | 10Municipal Association; 1 member appointed by the Retailers Association of Massachusetts; 1 |
|---|
| 39 | 39 | | 11member appointed by the Massachusetts chapter of the national federation of independent |
|---|
| 40 | 40 | | 12businesses; and 1 member appointed by the Massachusetts Restaurant Association. 2 of 2 |

| 41 | 41 | | 13 The commission shall hold at least three public hearings and shall solicit input from the |

| 42 | 42 | | 14public, and businesses on the process of municipal licensing for businesses and ways to |
|---|
| 43 | 43 | | 15streamline processes and procedures. The commission shall submit a report to the legislature on |
|---|
| 44 | 44 | | 16its findings and any legislative recommendations to update the laws of the commonwealth by |
|---|
| 45 | 45 | | 17March 1, 2027. |
