2727 An Act establishing the MassMade Program.
2828 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2929 of the same, as follows:
3030 1 SECTION 1. Chapter 23A of the General Laws is hereby amended by inserting after
3131 2section 10A the following section:-
3232 3 Section 10A ½. (a) The Massachusetts office of business development shall establish a
3333 4MassMade Program which shall identify, connect and support businesses that produce consumer
3434 5goods in the commonwealth, identify obstacles to conducting business in the commonwealth,
3535 6and act as a resource for consumers seeking consumer goods made in the commonwealth. The
3636 7Massachusetts office of business development may consult with and seek input from interested
3737 8stakeholders and shall work with entities including MassMade businesses, regional economic
3838 9development organizations, small business associations, chambers of commerce, the supplier
3939 10diversity office, the Massachusetts marketing partnership and the office of consumer affairs and 2 of 2
4040 11business regulations in order to collect and provide business and product information related to
4141 12MassMade businesses. All MassMade Program information shall be readily accessible and free
4242 13to the public.
4343 14 (b) For purposes of this section, the term “MassMade business” shall mean any entity that
4444 15(1) produces a consumer good including, but not limited to, food and beverage products in the
4545 16commonwealth; (2) is headquartered in the commonwealth or has a principal place of business in
4646 17the commonwealth; (3) possesses a certificate of good standing from the department of revenue;
4747 18and (4) seeks to join the MassMade Program.
4848 19 (c) The Massachusetts office of business development may expend such funds as may be
4949 20appropriate for the MassMade Program and as may be appropriated therefor. The Massachusetts
5050 21office of business development may accept federal funds or private gifts and grants to assist in
5151 22carrying out this section.
5252 23 (d) The Massachusetts office of business development shall promulgate regulations
5353 24necessary for the administration of this section.
5454 25 SECTION 2. Notwithstanding any general or special law to the contrary, the
5555 26Massachusetts office of business development shall conduct a feasibility study on developing
5656 27and maintaining an internet-based system to facilitate the exchange of information for the
5757 28MassMade Program that shall include, but shall not be limited to, procurement requests by and
5858 29from entities involving products made in the commonwealth.
