| 27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 28 | 28 | | of the same, as follows: |

| 29 | 29 | | 1 Chapter 3 of the general laws is hereby amended by inserting after section 38C the |
|---|
| 30 | 30 | | 2following section:- |
|---|
| 31 | 31 | | 3 Section 38D. |

| 32 | 32 | | 4 Within 4 weeks of the appointment of joint standing committees in the first annual |
|---|
| 33 | 33 | | 5session of the General Court, each joint standing committee shall adopt rules of procedure |
|---|
| 34 | 34 | | 6regarding its conduct. Adoption and amendment of said rules shall require the joint agreement of |
|---|
| 35 | 35 | | 7the house and senate chairs of said joint committee. Said rules of procedure, together with any |
|---|
| 36 | 36 | | 8amendments, shall be filed with the Clerk of the Senate and the Clerk of the House and shall be |
|---|
| 37 | 37 | | 9available to the public and members of the General Court on the official website for the General |
|---|
| 38 | 38 | | 10Court. |

| 39 | 39 | | 11 A joint committee shall only initiate a poll of joint committee members upon joint |
|---|
| 40 | 40 | | 12agreement of the house and senate chairs of the joint committee. 2 of 2 |
