1919 legislation to require that joint committee rules of procedure be adopted within 4 weeks of the
2020 appointment of the joint standing committees. Rules of the two branches, acting concurrently.

2626 An Act relative to joint committee operations.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Chapter 3 of the general laws is hereby amended by inserting after section 38C the
3030 2following section:-
3131 3 Section 38D.
3232 4 Within 4 weeks of the appointment of joint standing committees in the first annual
3333 5session of the General Court, each joint standing committee shall adopt rules of procedure
3434 6regarding its conduct. Adoption and amendment of said rules shall require the joint agreement of
3535 7the house and senate chairs of said joint committee. Said rules of procedure, together with any
3636 8amendments, shall be filed with the Clerk of the Senate and the Clerk of the House and shall be
3737 9available to the public and members of the General Court on the official website for the General
3838 10Court.
3939 11 A joint committee shall only initiate a poll of joint committee members upon joint
4040 12agreement of the house and senate chairs of the joint committee. 2 of 2
4141 13 Joint committees shall report all matters back to the branch of origin, unless otherwise
4242 14specifically agreed to by joint agreement of the house and senate chairs of the joint committee.
