2626 An Act relative to increased safety standards in the construction industry.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Notwithstanding any or special law to the contrary, the appropriate agencies of the
3030 2commonwealth shall develop regulations to increase standards that address safety issues in the
3131 3construction industry;
3232 4 Area of review for regulations shall include but not be limited to the following:
3333 5 Craft workers
3434 6 • 40 hours of safety training by an approved training provider, with a 10-huor refresher
3535 7completed on an annual basis
3636 8 Craft foreperson
3737 9 • 62 hours of safety training by an approved training provider, with a 10-hour refresher
3838 10competed on an annual bases 2 of 4
3939 11 Site safety manager licensing
4040 12 • For any project over 50,000 square feet a Site Safety Manager is required to be on-site
4141 13at all times
4242 14 • To be a site safety manager you must have:
4343 15 (i) Minimum 5 years construction safety experience
4444 16 (ii) 40 hours SSM course
4545 17 (iii) Safety experience background check
4646 18 (iv) Knowledge test: 80% correct to pass
4747 19 (v)Physical exam for fitness
4848 20 (vi) 3 year refresher
4949 21 Concrete, steel, excavation, façade
5050 22 • 62-hours of safety training by an approved training provider, with a 10-hour refresher
5151 23completed on an annual bases
5252 24 Site safety and demolition plan review and enforcement
5353 25 • Require major building and demolition projects to prepare and keep current a site safety
5454 26plan. The plan, and subsequent updates, should be reviewed and approved by the Authority
5555 27Having Jurisdiction and is required to be on site for inspector review

5757 29 • Minimum requirements for the design, permitting, erection, maintenance, and

6767 39 • Minimum requirements for perimeter protection prior to façade installation
