2727 An Act providing for transparency and geographic equity in all state grant funding.
2828 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2929 of the same, as follows:
3030 1 SECTION 1. Chapter 7 of the General Laws is hereby amended by inserting after section
3131 24S the following section:-
3232 3 Section 4T.(a) As used in this section, the following words shall, unless the context
3333 4clearly requires otherwise, have the following meanings:
3434 5 “Executive agencies”, all departments, commissions, offices, boards, divisions,
3535 6institutions and other agencies within the executive department of the government of the
3636 7commonwealth.
3737 8 “The office”, the executive office for administration and finance.
3838 9 (b) The office shall establish and, on an annual basis or on a more frequent basis as
3939 10determined by the secretary, update a public, interactive dashboard with aggregate and
4040 11disaggregated data on all grant awards made by executive agencies and all quasi-public agencies 2 of 2
4141 12of the commonwealth that fiscal year. Executive agencies and all quasi-public agencies of the
4242 13commonwealth shall furnish the office with all data requested by the office that is needed to
4343 14populate the dashboard. The dashboard shall be hosted on the office’s website and the data shall
4444 15be downloadable by members of the public. Data included in the dashboard shall be sortable by
4545 16different categories to provide for additional analysis, including, but not limited to, analysis of
4646 17geographic equity in state grant funding, and identification of patterns and trends. Said categories
4747 18shall include, but not be limited to: (i) year over year changes in funding for specific grant
4848 19programs; (ii) total and per capita grant awards by municipality; (iii) total and per capita grant
4949 20awards by county; (iv) executive agency or quasi-public agency of the commonwealth
5050 21responsible for administering the grant; (v) grant topic, such as education, agriculture, health, or
5151 22environment; and (vi) total amount of grant funding available for that fiscal year versus total
5252 23amount of grant funding appropriated.
5353 24 (c) The office shall provide an annual report to the house and senate committees on ways
5454 25and means, the joint committee on municipalities and regional government and the clerks of the
5555 26house and the senate, not later than October 31, on geographic equity in all state grant awards.
5656 27The report shall provide an overview of grant funding awards from the past fiscal year,
5757 28including, but not limited to, comprehensive summaries of the information required by clauses i
5858 29to vi, inclusive, of this act, and recommendations for increasing geographic equity in grant
5959 30awards and grant distribution in the next fiscal year. The office shall make the report publicly
6060 31available on its website.
6161 32 SECTION 2. The dashboard referenced in section 1 of this act shall be established and
6262 33hosted on the executive office for administration and finance’s website no later than 1 year after
6363 34the effective date of this act.
