| 31 | 31 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |

| 32 | 32 | | of the same, as follows: |

| 33 | 33 | | 1 Chapter 6C of the General Laws, as appearing in the 2022 Official Edition, is hereby |

| 34 | 34 | | 2amended by inserting after section 79 the following section:- |

| 35 | 35 | | 3 Section 80. Public Inspections |
|---|
| 36 | 36 | | 4 (a) For purposes of this section, the following words shall have the following definitions: |

| 37 | 37 | | 5 “inspection functions” shall mean construction inspections, bridge inspections, contract |
|---|
| 38 | 38 | | 6administration, quality control inspection, material testing, and resident engineer functions; |
|---|
| 39 | 39 | | 7 “public employee” shall mean an employee of a federal, state or local government. 2 of 2 |

| 40 | 40 | | 8 (b) Notwithstanding any general or special law to the contrary, public employees shall |
|---|
| 41 | 41 | | 9carry out the inspection functions for all surface transportation projects receiving State or Federal |
|---|
| 42 | 42 | | 10funding. |
