2020 Patrick M. O'Connor, Mark D. Sylvia, Michelle L. Badger and other members of the General
2121 Court that provisions be made for an investigation and study by a special commission (including
2222 members of the General Court) to study the high cost of electricity delivery.

2929 Resolve establishing a special commission to study the high cost of electricity delivery.
3030 1 Resolved, that notwithstanding any special or general law to the contrary there shall be a
3131 2special commission to study the costs of electricity delivery in the commonwealth, including but
3232 3not limited to (i) factors contributing to high delivery charges; (ii) recommended policies or
3333 4regulations to reduce delivery charges and limit their future growth; (iii) policies, regulations,
3434 5and other practices in jurisdictions outside of the commonwealth with consistently lower delivery
3535 6costs than the commonwealth; (iv) trends likely to impact delivery charges in the long-term; and
3636 7(v) strategies to proactively minimize future costs.
3737 8 The special commission shall consist of: the secretary of the executive office of energy
3838 9and environment affairs, or their designee, who will serve as chair; the chair of the
3939 10commonwealth utilities commission, or their designee; the commissioner of energy resources or
4040 11a designee; the attorney general, or their designee; the executive director of the Massachusetts
4141 12clean energy technology center or a designee; 4 members to be appointed by the governor, 1 of
4242 13whom shall be employed by an organization who advocates on the behalf of low- and middle- 2 of 2
4343 14income residential consumers , 1 of whom shall be employed by an organization who advocates
4444 15for municipal or regional interests, 1 of whom shall be a representative of distribution companies
4545 16operating in Massachusetts, and 1 of whom shall be a representative of a chamber of commerce
4646 17within the commonwealth; two members of the house of representatives, one of whom to be
4747 18appointed by the speaker of the house of representatives, and the other to be appointed by the
4848 19house minority leader; two members of the senate, one of whom to be appointed by the senate
4949 20president, and the other to be appointed by the senate minority leader.
5050 21 The special commission shall submit its findings and recommendations, together with
5151 22any recommended drafts of legislation, to the clerks of the house of representatives and the
5252 23senate and the chairs of the joint committee on telecommunications, utilities and energy not later
5353 24than December 31, 2025.
