By Mr. Collins, a petition (accompanied by bill, Senate, No. 2347) of Nick Collins for legislation 
to establish a task force to improve enforcement of existing laws governing motorized bicycles, 
motorized scooters, electric bicycles and mopeds and implement fines for certain offenses.

An Act relative to transportation safety.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Notwithstanding any or special General law to the contrary any person convicted of a 
2violation of the regulations under Massachusetts general law chapter 90 governing the operation 
3of a motorized bicycle, motorized scooter, electric bicycle or moped shall be punished by a fine 
4of $250 dollars for the first offense, $500 for the second offense, and $1000 for the third offense; 
5all bike lane infrastructure planned and constructed by any agency, quasi public agency or 
6political subdivision of the commonwealth must have a public hearing to be held by the agency 
7prior to a contract is issued by the agency in charge of the planning and construction of said bike 
8lane; no bike lane shall be approved or constructed using Chapter 90 funds that doesn’t have the 
9approval of the commissioner of MassAbility or a local disabilities commission; the executive 
10office of transportation and the executive office of public safety and security shall establish a 
11task force to collaborate on updated regulations to improve enforcement of existing laws 
12governing motorized bicycles, motorized scooters, electric bicycles and mopeds and establish  2 of 2
13updated rules of the road for motorized bicycles, motorized scooters, electric bicycles and 
14mopeds; All motorized bicycles, motorized scooters, electric bicycles and mopeds used for 
15commercial activity shall be required to have insurance;
