resolve:
Resolve establishing a special commission to protect pedestrians through moped law 
enforcement.

By Mr. O'Connor, a petition (accompanied by resolve, Senate, No. 2432) of Patrick M. O'Connor 
that provisions be made to establish a special commission (including members of the General 
Court) to evaluate and study pedestrians safety through moped law enforcement. Transportation.

Resolve establishing a special commission to protect pedestrians through moped law 
enforcement.
1 Resolved, SECTION 1. There shall be a special commission to evaluate and study the 
2state of moped traffic laws and their enforcement. The special commission shall: review reports 
3of traffic accidents involving mopeds to understand the scope of the problem; explore existing 
4traffic enforcement protocols regarding mopeds in the Commonwealth and in other states; and 
5recommend legislative, regulatory, or procedural changes to be made at the state, agency, or law 
6enforcement department level, respectively.
7 SECTION 2. The commission shall consist of: the house and senate chairs of the joint 
8committee on transportation, who shall serve as co-chairs; 1 member of the senate who shall be 
9appointed by the minority leader; 1 member of the house of representatives, who shall be 
10appointed by the minority leader; the President of the Massachusetts Coalition of Police or their 
11designee; The Massachusetts State Police Motor Unit Commander or their designee; and 1 
12member to be appointed by the MassDOT Board of Directors. The special commission shall file  2 of 2
13its recommendations, including any proposed legislation, with the clerks of the Senate and House 
14of Representatives not later than December 31, 2026.
