2626 An Act relative to economic development and infrastructure in the Stadium Area of Route 1.
2727 Whereas, The deferred operation of this act would tend to defeat its purpose, which is to
2828 revise forthwith the parking fee requirement in the towns of Sharon, Walpole and Wrentham,
2929 therefore it is hereby declared to be an emergency law, necessary for the immediate preservation
3030 of the public convenience.
3131 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3232 of the same, as follows:
3333 1 SECTION 1. Section 7 of chapter 16 of the acts of 1999 is hereby amended by inserting
3434 2after paragraph (1) the following paragraph:-
3535 3 (1 ½) There shall be a regional economic development fund to be known as the Route 1
3636 4Stadium Area Economic Development and Infrastructure Fund, to be administered by the town
3737 5of Foxborough for the purposes of promoting economic development and infrastructure
3838 6improvements along the Route 1 corridor and adjacent neighborhoods in the towns of Sharon,
3939 7Walpole, Wrentham and Foxborough. There shall be credited to the fund: (i) any funds that may
4040 8be appropriated or transferred for deposit into the fund; (ii) any revenue derived from the parking
4141 9fees collected pursuant to paragraph (2); and (iii) all other amounts credited or transferred into 2 of 2
4242 10the fund from any other source; provided, however, that amounts credited to the fund shall not be
4343 11subject to appropriation. Money remaining in the fund at the end of a fiscal year shall not revert
4444 12to the General Fund and shall be available for expenditure in subsequent fiscal years.
4545 13 SECTION 2. Paragraph (2) of said section 7 of said chapter 16 of the acts of 1999 is
4646 14hereby amended by striking out the words “returned to the commonwealth for deposit in the
4747 15general fund” and inserting in place thereof the following words:- transferred to the Route 1
4848 16Stadium Area Economic Development and Infrastructure Fund established under paragraph
4949 17(1½).
5050 18 SECTION 3. Said paragraph (2) of said section 7 of said chapter 16 of the acts of 1999 is
5151 19hereby further amended by adding the following sentence:- Notwithstanding section 8 of this act
5252 20or any other general or special law to the contrary, the annual aggregate amount of the
5353 21administrative parking fees to be collected pursuant to this paragraph shall be reduced in
5454 22accordance with the following schedule: by 20 per cent in 2027; by 40 per cent in 2028; by 60
5555 23per cent in 2029; by 80 per cent in 2030; and by 100 per cent in 2031.
