2727 An Act promoting racially and culturally inclusive K-12 curriculum.
2828 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2929 of the same, as follows:
3030 1 Section 1E of chapter 69 of the General Laws, as appearing in the 2022 Official Edition,
3131 2is hereby amended in line 1 by inserting after “Section 1E.” the following:-
3232 3 (a) Said section is further amended in lines 30-36, inclusive, by striking out the paragraph
3333 4contained in those lines and inserting in place thereof the following subsections:
3434 5 (b) Frameworks shall be designed to avoid perpetuating gender, cultural, ethnic, or racial
3535 6stereotypes. Frameworks for all academic subjects shall be designed to build racially and
3636 7culturally responsive knowledge and to combat racial and cultural bias. Frameworks shall elevate
3737 8the history, achievements, and key writings of members of communities of color and other
3838 9marginalized communities. The frameworks shall reflect sensitivity to different learning styles
3939 10and impediments to learning. The board shall develop procedures for updating, improving, or 2 of 2
4040 11refining said curriculum frameworks; and shall have a meaningful process for soliciting and
4141 12incorporating input from stakeholders, including but not limited to educators, students, and
4242 13members of communities of color and other marginalized communities, in the development of
4343 14frameworks. A copy of said frameworks shall be submitted to the joint committee on education
4444 15at least sixty days prior to taking effect.
4545 16 (c) The department shall promulgate regulations setting forth a complaint procedure to
4646 17enforce subsection (b). A final determination of a complaint by the department shall be
4747 18appealable to the Massachusetts Superior Court.
