28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
29 | 29 | | of the same, as follows: |
---|
30 | 30 | | 1 Section 1E of chapter 69 of the General Laws, as appearing in the 2022 Official Edition, |
---|
31 | 31 | | 2is hereby amended in line 1 by inserting after “Section 1E.” the following:- |
---|
32 | 32 | | 3 (a) Said section is further amended in lines 30-36, inclusive, by striking out the paragraph |
---|
33 | 33 | | 4contained in those lines and inserting in place thereof the following subsections: |
---|
34 | 34 | | 5 (b) Frameworks shall be designed to avoid perpetuating gender, cultural, ethnic, or racial |
---|
35 | 35 | | 6stereotypes. Frameworks for all academic subjects shall be designed to build racially and |
---|
36 | 36 | | 7culturally responsive knowledge and to combat racial and cultural bias. Frameworks shall elevate |
---|
37 | 37 | | 8the history, achievements, and key writings of members of communities of color and other |
---|
38 | 38 | | 9marginalized communities. The frameworks shall reflect sensitivity to different learning styles |
---|
39 | 39 | | 10and impediments to learning. The board shall develop procedures for updating, improving, or 2 of 2 |
---|
40 | 40 | | 11refining said curriculum frameworks; and shall have a meaningful process for soliciting and |
---|
41 | 41 | | 12incorporating input from stakeholders, including but not limited to educators, students, and |
---|
42 | 42 | | 13members of communities of color and other marginalized communities, in the development of |
---|
43 | 43 | | 14frameworks. A copy of said frameworks shall be submitted to the joint committee on education |
---|
44 | 44 | | 15at least sixty days prior to taking effect. |

45 | 45 | | 16 (c) The department shall promulgate regulations setting forth a complaint procedure to |
---|
46 | 46 | | 17enforce subsection (b). A final determination of a complaint by the department shall be |
---|
47 | 47 | | 18appealable to the Massachusetts Superior Court. |
