28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
29 | 29 | | of the same, as follows: |
---|
30 | 30 | | 1 SECTION 1. Notwithstanding any general or special law to the contrary, the Legislature |
---|
31 | 31 | | 2shall establish a Special Commission to study the current status, structures, future vision and |
---|
32 | 32 | | 3needs of public education which will include but not be limited to all aspects of where we want |
---|
33 | 33 | | 4public education to be in five to ten years. |
---|
34 | 34 | | 5 The Promise Commission shall consist of eleven (11) members appointed as follows: the |
---|
35 | 35 | | 6speaker of the house or a designee, the president of the senate or a designee, the commissioner of |
---|
36 | 36 | | 7elementary and secondary education, the commissioner of early education and care, the |
---|
37 | 37 | | 8commissioner of higher education, a member appointed by the Massachusetts association of |
---|
38 | 38 | | 9school superintendents, a member appointed by the Massachusetts association of school |
---|
39 | 39 | | 10committees, a member appointed by the Massachusetts affiliate of the American federation of 2 of 2 |
---|
40 | 40 | | 11teachers, a member appointed by the Massachusetts teachers association, a member appointed by |
---|
41 | 41 | | 12the Massachusetts education equity partnership, and a Massachusetts based member appointed |
---|
42 | 42 | | 13by Latinos for education. |

43 | 43 | | 14 SECTION 2. The Commission shall conduct an ongoing study of all matters concerning |
---|
44 | 44 | | 15education in the 21st Century, including but not limited to: educator pipeline (including |
---|
45 | 45 | | 16recruitment, career development, and retention); educator diversity; improved reputation and |
---|
46 | 46 | | 17perception of the profession; curriculum and course of studies that meet the needs of students in |
---|
47 | 47 | | 18a global society regarding technology; flexible learning models beyond traditional “seat time;” |
---|
48 | 48 | | 19multilingualism as an asset and an aspiration; multiple modes of assessing learning beyond |
---|
49 | 49 | | 20MCAS; broader methods used for accountability that are ambitious, attainable, and |
---|
50 | 50 | | 21compassionate; and structures that take students from pre-K through college and provide the |
---|
51 | 51 | | 22wrap-around social/emotional and education coaching at each age. With these and other goals, |
---|
52 | 52 | | 23the Commission will dive deep into best practices found in other states and other countries. |

53 | 53 | | 24 SECTION 3. The Promise Commission shall develop a comprehensive report that re- |
---|
54 | 54 | | 25envisions the power and potential of the Massachusetts education system for all students who are |
---|
55 | 55 | | 26in our schools and who will be in our schools for years to come. |
