2727 An Act fulfilling the promise of education reform.
2828 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2929 of the same, as follows:
3030 1 SECTION 1. Notwithstanding any general or special law to the contrary, the Legislature
3131 2shall establish a Special Commission to study the current status, structures, future vision and
3232 3needs of public education which will include but not be limited to all aspects of where we want
3333 4public education to be in five to ten years.
3434 5 The Promise Commission shall consist of eleven (11) members appointed as follows: the
3535 6speaker of the house or a designee, the president of the senate or a designee, the commissioner of
3636 7elementary and secondary education, the commissioner of early education and care, the
3737 8commissioner of higher education, a member appointed by the Massachusetts association of
3838 9school superintendents, a member appointed by the Massachusetts association of school
3939 10committees, a member appointed by the Massachusetts affiliate of the American federation of 2 of 2
4040 11teachers, a member appointed by the Massachusetts teachers association, a member appointed by
4141 12the Massachusetts education equity partnership, and a Massachusetts based member appointed
4242 13by Latinos for education.
4343 14 SECTION 2. The Commission shall conduct an ongoing study of all matters concerning
4444 15education in the 21st Century, including but not limited to: educator pipeline (including
4545 16recruitment, career development, and retention); educator diversity; improved reputation and
4646 17perception of the profession; curriculum and course of studies that meet the needs of students in
4747 18a global society regarding technology; flexible learning models beyond traditional “seat time;”
4848 19multilingualism as an asset and an aspiration; multiple modes of assessing learning beyond
4949 20MCAS; broader methods used for accountability that are ambitious, attainable, and
5050 21compassionate; and structures that take students from pre-K through college and provide the
5151 22wrap-around social/emotional and education coaching at each age. With these and other goals,
5252 23the Commission will dive deep into best practices found in other states and other countries.
5353 24 SECTION 3. The Promise Commission shall develop a comprehensive report that re-
5454 25envisions the power and potential of the Massachusetts education system for all students who are
5555 26in our schools and who will be in our schools for years to come.
