---|
34 | 34 | | 2financial and environmental impacts of disposal and end-of-life management of mattresses, |
---|
35 | 35 | | 3including bed foundations and box springs, on municipalities of the commonwealth. The |
---|
36 | 36 | | 4commission shall examine existing mattress management options, such as recycling and material |
---|
37 | 37 | | 5disposal, and make recommendations on policies and programs to increase mattress reuse and |
---|
38 | 38 | | 6recycling, and to mitigate the financial and environmental costs of managing said materials. The |
---|
39 | 39 | | 7commission shall review all aspects of mattress disposal and end-of-life management including, |
---|
40 | 40 | | 8but not limited to, the: (i) availability of local management options, (ii) costs and benefits of |
---|
41 | 41 | | 9existing options to taxpayers and municipalities, (iii) programs and policies in other states that |
---|
42 | 42 | | 10promote proper diversion of mattresses to reduce costs, (iv) opportunities to increase additional 2 of 2 |
---|
43 | 43 | | 11community impacts through preferred partnerships with local nonprofit social enterprises and |
---|
44 | 44 | | 12organizations that recycle mattresses, and (v) programs and policies utilized in other states. |

45 | 45 | | 13 The commission shall consist of the commissioner of the department of environmental |
---|
46 | 46 | | 14protection or his designee, who shall serve as commission chair; 2 members of the senate, 1 of |
---|
47 | 47 | | 15whom shall be appointed by the senate president and 1 of whom shall be appointed by the |
---|
48 | 48 | | 16minority leader of the senate; 2 members of the house of representatives, 1 of whom shall be |
---|
49 | 49 | | 17appointed by the speaker of the house of representatives and 1 of whom shall be appointed by the |
---|
50 | 50 | | 18minority leader of the house of representatives; 2 persons to be appointed by the governor, 1 of |
---|
51 | 51 | | 19whom shall have experience in integrated materials management and waste management and 1 |

52 | 52 | | 20of whom shall be a representative from a Massachusetts-based mattress recycling social |

53 | 53 | | 21enterprise program; a representative of MassRecycle, Inc.; and a representative of the |

54 | 54 | | 22International Sleep Products Association. The commission shall convene its first meeting not |

55 | 55 | | 23later than June 1, 2025, and shall file a report along with any recommendations for legislation not |
---|
56 | 56 | | 24later than November 30, 2025, with the clerks of the senate and house, the chairs of the senate |
---|
57 | 57 | | 25and house committees on ways and means, and the chairs of the joint committee on environment |
---|
58 | 58 | | 26and natural resources. |
