3131 Resolve providing for an investigation and study by a special commission relative to mattress
3232 recycling.
3333 1 Resolved, that a special commission is hereby established for the purpose to study the
3434 2financial and environmental impacts of disposal and end-of-life management of mattresses,
3535 3including bed foundations and box springs, on municipalities of the commonwealth. The
3636 4commission shall examine existing mattress management options, such as recycling and material
3737 5disposal, and make recommendations on policies and programs to increase mattress reuse and
3838 6recycling, and to mitigate the financial and environmental costs of managing said materials. The
3939 7commission shall review all aspects of mattress disposal and end-of-life management including,
4040 8but not limited to, the: (i) availability of local management options, (ii) costs and benefits of
4141 9existing options to taxpayers and municipalities, (iii) programs and policies in other states that
4242 10promote proper diversion of mattresses to reduce costs, (iv) opportunities to increase additional 2 of 2
4343 11community impacts through preferred partnerships with local nonprofit social enterprises and
4444 12organizations that recycle mattresses, and (v) programs and policies utilized in other states.
4545 13 The commission shall consist of the commissioner of the department of environmental
4646 14protection or his designee, who shall serve as commission chair; 2 members of the senate, 1 of
4747 15whom shall be appointed by the senate president and 1 of whom shall be appointed by the
4848 16minority leader of the senate; 2 members of the house of representatives, 1 of whom shall be
4949 17appointed by the speaker of the house of representatives and 1 of whom shall be appointed by the
5050 18minority leader of the house of representatives; 2 persons to be appointed by the governor, 1 of
5151 19whom shall have experience in integrated materials management and waste management and 1
5252 20of whom shall be a representative from a Massachusetts-based mattress recycling social
5353 21enterprise program; a representative of MassRecycle, Inc.; and a representative of the
5454 22International Sleep Products Association. The commission shall convene its first meeting not
5555 23later than June 1, 2025, and shall file a report along with any recommendations for legislation not
5656 24later than November 30, 2025, with the clerks of the senate and house, the chairs of the senate
5757 25and house committees on ways and means, and the chairs of the joint committee on environment
5858 26and natural resources.
