| 28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 29 | 29 | | of the same, as follows: |

| 30 | 30 | | 1 Chapter 15A of the General Laws, as appearing in the 2022 Official Edition, is hereby |
|---|
| 31 | 31 | | 2amended by inserting after section 45 the following section:- |
|---|
| 32 | 32 | | 3 Section 46. (a) Each public institution of higher education that provides housing for |
|---|
| 33 | 33 | | 4students shall establish a college campus recovery-focused housing program to provide an |
|---|
| 34 | 34 | | 5alcohol and drug-free environment for students recovering from substance use disorder. This |
|---|
| 35 | 35 | | 6program shall provide services including, but not limited to, trauma informed on-site counseling, |
|---|
| 36 | 36 | | 7mentoring, and peer support. |
|---|
| 37 | 37 | | 8 (b) Each public institution of higher education shall provide overdose training to all |
|---|
| 38 | 38 | | 9students, faculty, and staff and shall make naloxone available for the purpose of treating |
|---|
| 39 | 39 | | 10overdoses, as appropriate. |
