A BILL ENTITLED 
 
AN ACT concerning 1 
 
Baltimore City – Maryland Transit Administration – Transit Services for Public 2 
School Students 3 
 
FOR the purpose of requiring the Maryland Transit Administration to provide certain 4 
services to certain students of the Baltimore City Public School System; prohibiting 5 
the Maryland Transit Administration from seeking certain fees or reimbursement; 6 
and generally relating to the Maryland Transit Administration and free ridership 7 
for Baltimore City Public School System students. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15 
 
Article – Transportation 16

 (A) THE ADMINISTRATION SHALL PROVIDE RIDERSHIP ON TRANSIT 18 
VEHICLES TO ANY ELIG IBLE STUDENT OF A PU BLIC SCHOOL OF BALTIMORE CITY. 19 
 
 (B) THE SERVICES PROVIDED UNDER SUBSECTION (A) OF THIS SECTION 20 
SHALL BE PROVIDED ONLY: 21 
 
 (1) BETWEEN THE HOURS OF 5 A.M. AND 8 P.M.; AND 22 
  2 	HOUSE BILL 1056  
 
 
 (2) FOR SCHOOL –RELATED OR EDUCATION AL EXTRACURRICULAR 1 
ACTIVITIES ON AND OF F CAMPUS. 2 
 
 (C) THE ADMINISTRATION MAY NO T COLLECT FEES OR RE IMBURSEMENT 3 
FOR SERVICES PROVIDE D UNDER THIS SECTION . 4 
 
 (D) THE ADMINISTRATION, IN CONJUNCTION WITH BALTIMORE CITY 5 
PUBLIC SCHOOLS, SHALL ADOPT REGULATI ONS THAT ESTABLISH T HE ELIGIBILITY 6 
CRITERIA FOR STUDENT S RECEIVING A STUDEN T SMART CARD FOR THE USE OF 7 
SERVICES PROVIDED UN DER THIS SECTION . 8 
 
 SECTION 2. AND BE IT FURTHER ENACTED , That this Act shall take effect July 9 
1, 2022. It shall remain effective for a period of 5 years and, at the end of June 30, 2027, 10 
this Act, with no further action required by the General Assembly, shall be abrogated and 11 
of no further force and effect. 12
