BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 That the Laws of Maryland read as follows: 13 Article – Public Safety 14 2–419. 15 (A) NOTWITHSTANDING ANY O THER PROVISION OF LA W, THE DEPARTMENT 16 SHALL ESTABLISH THE FOLLOWING CLASSIFICA TIONS WITHIN THE 17 COMMUNICATIONS DIVISION OF THE DEPARTMENT : 18 (1) EMERGENCY DISPATCHER TRAINEE; 19 (2) EMERGENCY DISPATCHER I; 20 (3) EMERGENCY DISPATCHER II; 21 2 HOUSE BILL 1387 (4) EMERGENCY DISPATCHER III; 1 (5) EMERGENCY DISPATCHER SENIOR; 2 (6) EMERGENCY DISPATCHER SUPERVISOR; AND 3 (7) EMERGENCY DISPATCHER SUPERVISOR SENIOR. 4 (B) EACH EMERGENCY DISPATCHER CLASSIFICA TION SHALL RECEIVE THE 5 HIGHER AMOUNT OF THE FOLLOWING MINIMUM LE VELS OF COMPENSATION : 6 (1) (I) FOR EMERGENCY DISPATCHER TRAINEE, WITH NO 7 TENURE, SALARIES SHALL BE SET AT A RATE NOT LESS T HAN GRADE 12, STEP 4 OF 8 THE STATE PAY SCALE OR A MINIMUM OF $43,136; 9 (II) FOR EMERGENCY DISPATCHER I, WITH UP TO 4 YEARS OF 10 TENURE INCLUDING TRA INING, SALARIES SHAL L BE SET AT A RATE N OT LESS THAN 11 GRADE 14, STEP 4 OF THE STATE PAY SCALE OR A RANGE OF $48,843 TO $67,106; 12 (III) FOR EMERGENCY DISPATCHER II, WITH 5 TO 9 YEARS OF 13 TENURE, SALARIES SHALL BE SET AT A RATE NOT LESS T HAN GRADE 15, STEP 5 OF 14 THE STATE PAY SCALE OR A RANGE OF $53,935 TO $71,606; 15 (IV) FOR EMERGENCY DISPATCHER III, WITH 10 TO 14 YEARS 16 OF TENURE, SALARIES SHALL BE SET AT A RA TE NOT LESS THAN GRA DE 16, STEP 10 17 OF THE STATE PAY SCALE OR A RANGE OF $63,191 TO $76,432; 18 (V) FOR EMERGENCY DISPATCHER SENIOR, WITH A MINIMUM 19 OF 15 YEARS OF TENURE , SALARIES SHALL BE SET AT A RA TE NOT LESS THAN GRA DE 20 17, STEP 15 OF THE STATE PAY SCALE OR A MAXIMUM OF $81,596; 21 (VI) FOR EMERGENCY DISPATCHER SUPERVISOR, WITH 5 TO 9 22 YEARS OF SUPERVISORY TENURE, SALARIES SHALL BE SET AT A RA TE NOT LESS 23 THAN GRADE 18, STEP 5 OF THE STATE PAY SCALE OR A RANGE OF $63,014 TO 24 $87,106; AND 25 (VII) FOR EMERGENCY DISPATCHER SUPERVISOR SENIOR, WITH 26 A MINIMUM OF 10 YEARS OF SUPERVISORY TENURE, SALARIES SHALL BE SET AT A 27 RATE NOT LESS THAN G RADE 19, STEP 10 OF THE STATE PAY SCALE OR A RANGE OF 28 $75,605 TO $92,897; OR 29 (2) THE PAY SCALE PROVIDED IN THE STATE BUDGET FOR EACH 30 POSITION. 31 HOUSE BILL 1387 3 (C) EACH EMERGENCY DISPATCHER APPLICANT SHALL: 1 (1) SUCCESSFULLY COMPLET E A BACKGROU ND INVESTIGATION 2 CONDUCTED BY THE DEPARTMENT ; AND 3 (2) ON HIRE , COMPLETE SUBSTANCE ABUSE TEST ING IN 4 ACCORDANCE WITH COMAR 17.04.09. 5 (D) AT ANY TIME , THE SECRETARY MAY ALTER THE ESSENTIAL JOB 6 FUNCTIONS OF EACH EMERGENCY DISPATCHER POSITION. 7 SECTION 2. AND BE IT FURTHER ENACTED, That o n or before January 1, 2023, 8 all Communications Operator positions of any rank or seniority within the Department in 9 existence before January 1, 2023, including trainees, shall be reclassified in accordance 10 with Section 1 of this Act. 11 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 12 1, 2022. 13
