AN ACT concerning 1 
 
Infrastructure Grants – Federal Infrastructure Investment and Coordination 2 
Unit – Established 3 
 
FOR the purpose of establishing a Federal Infrastructure Investment and Coordination 4 
Unit in the Governor’s Grants Office for the purpose of tracking federal 5 
infrastructure grants and assisting State agencies in the award of the grants under 6 
certain federal legislation; and generally relating to the Federal Infrastructure 7 
Investment and Coordination Unit in the Governor’s Grants Office. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15

 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 18 
INDICATED. 19 
 
 (2) “ACT” MEANS THE FEDERAL INFRASTRUCTURE INVESTMENT AND 20 
JOBS ACT OF 2021. 21 
 
 (3) “UNIT” MEANS THE FEDERAL INFRASTRUCTURE INVESTMENT 22 
AND COORDINATION UNIT ESTABLISHED UNDE R THIS SECTION. 23  2 	HOUSE BILL 1425  
 
 
 
 (B) THERE IS A FEDERAL INFRASTRUCTURE INVESTMENT AND 1 
COORDINATION UNIT IN THE GOVERNOR’S GRANTS OFFICE. 2 
 
 (C) (1) (I) THE HEAD OF THE UNIT IS THE CHIEF INFRASTRUCTURE 3 
OFFICER. 4 
 
 (II) THE CHIEF INFRASTRUCTURE OFFICER SHALL RECEIVE 5 
THE SALARY PROVIDED IN THE STATE BUDGET . 6 
 
 (2) THE STATE BUDGET SHALL PR OVIDE SUFFICIENT MON EY FOR 7 
THE UNIT TO EMPLOY A STAF F OF AT LEAST TWO IN DIVIDUALS AND TO RET AIN AND 8 
HIRE EXPERTS IN THE APPROPRIATE FIELDS F OR ADDITIONAL SUPPORT. 9 
 
 (D) THE UNIT SHALL: 10 
 
 (1) TRACK THE ALLOCATION TO THE STATE OF FEDERAL FUND S 11 
UNDER THE ACT AND ASSIST STATE AGENCIES IN BID DING FOR COMPETITIVE 12 
GRANT FUNDS UNDER TH E ACT;  13 
 
 (2) TRACK NONCOMPETITIVE ADDITIONAL FUNDS MAD E AVAILABLE 14 
UNDER THE ACT WHILE ENSURING AL IGNMENT WITH STATE PRIORITIES;  15 
 
 (3) PROJECT STATE AND LOCAL MATCH ING REQUIREMENTS FOR 16 
FUNDING UNDER THE ACT; 17 
 
 (4) COORDINATE , WITH RESPECT TO THE ALLOCATION OF FEDERA L 18 
FUNDS UNDER THE ACT, WITH FEDERAL AGENCIE S, THE FEDERAL SENIOR ADVISOR 19 
TO THE PRESIDENT FOR INFRASTRUCTURE COORDINATION , MARYLAND’S 20 
CONGRESSIONAL DELEGA TION, AND THE GENERAL ASSEMBLY; AND 21 
 
 (5) DEVELOP AN INITIAL S TRATEGY AND GUIDING CRITERION FOR 22 
THE USE OF FEDERAL FUNDS UNDER THE ACT, SUBJECT TO THE APPRO VAL OF THE 23 
SENATE BUDGET AND TAXATION COMMITTEE AND THE HOUSE APPROPRIATIONS 24 
COMMITTEE, INCLUDING INFORMATIO N ON: 25 
 
 (I) HOW THE FUNDS UNDER THE ACT WILL BE ALLOCATED 26 
ACROSS THE STATE; 27 
 
 (II) HOW THE FUNDS CAN BEST BE USED TO ADVANCE EXIS TING 28 
STATE PRIORITIES IDEN TIFIED IN RECENT LEG ISLATION PASSED BY T HE GENERAL 29 
ASSEMBLY RELATED TO T HE ENVIRONMENT , ECONOMIC DEVELOPMENT , HISTORIC 30 
PRESERVATION , AND SOCIOECONOMIC AN D RACIAL JUSTICE GOA LS; AND 31   	HOUSE BILL 1425 	3 
 
 
 
 (III) SPECIFIC PROJECTS TH AT ARE EARMARKED TO THE STATE 1 
UNDER THE ACT. 2 
 
 (E) THE CHIEF INFRASTRUCTURE OFFICER SHALL: 3 
 
 (1) ESTABLISH AN ONLINE DASHBOARD FUNCTIONIN G AS A  4 
“ONE–STOP SHOP” OVERVIEW OF THE INFR ASTRUCTURE GRANTS UN DER THE ACT 5 
AND SUBSEQUENT PROJE CTS FUNDED IN PART O R ENTIRELY UNDER THE ACT FOR 6 
REVIEW BY INTERESTED PARTIES DESCRIBED IN SUBSECTION (D)(4) OF THIS 7 
SECTION; AND 8 
 
 (2) ON OCTOBER 1 EACH YEAR, REPORT TO THE STATE TREASURER 9 
AND, IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE 10 
GENERAL ASSEMBLY ON: 11 
 
 (I) THE UNIT’S ACTIVITY IN THE IM MEDIATELY PRECEDING 12 
CALENDAR YEAR ; 13 
 
 (II) METRICS TO TRACK AND EVALUATE THE OVERALL 14 
EFFECTIVENESS OF THE UNIT;  15 
 
 (III) THE NUMBER AND AMOUN T OF INFRASTRUCTURE GRANTS 16 
APPLIED FOR AND THE SUCCESS RATE OF GRAN T AWARDS UNDER THE ACT; AND 17 
 
 (IV) THE TOTAL AMOUNT OF INFRASTRUCTURE GRANT FUNDS 18 
AWARDED. 19 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That, within 5 days after 20 
determining the schedule on which funds under the federal Infrastructure Investment and 21 
Jobs Act of 2021 will be allocated to the State, the Chief Infrastructure Officer, established 22 
in § 2–211 of the State Finance and Procurement Article, as enacted by Section 1 of this 23 
Act, shall notify the Department of Legislative Services. 24 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 25 
1, 2022. It shall remain effective for a period of 2 years after the date on which funds under 26 
the federal Infrastructure Investment and Jobs Act of 2021 are scheduled to be allocated to 27 
the State and, after that 2–year period, with no further action required by the General 28 
Assembly, this Act shall be abrogated and of no further force and effect.  29
