AN ACT concerning 
 
Alzheimer’s Disease and Dementia – Council and Coordination of Services 
(Dementia Services Act of 2022) 
 
FOR the purpose of renaming the Virginia I. Jones Alzheimer’s Disease and Related 
Disorders Council to be the Virginia I. Jones Alzheimer’s Disease and Related 
Dementias Council; establishing the terms of the appointed members of the Virginia 
I. Jones Alzheimer’s Disease and Related Disorders Council; altering the staffing and 
reporting requirements of the Council; establishing the position of Director of 
Dementia Services Coordination and Brain Health in the Maryland Department of 
Health; repealing the termination date for the Council; and generally relating to the 
Virginia I. Jones Alzheimer’s Disease and Related Disorders Dementias Council and 
the Director of Dementia Services Coordination and Brain Health.

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 
That the Laws of Maryland read as follows: 
 
Article – Health – General 
 
Subtitle 32. Virginia I. Jones Alzheimer’s Disease and Related [Disorders] DEMENTIAS 
Council.  
 
13–3201. 
 
 (A) In this subtitle[,] THE FOLLOWING WORDS HAVE THE MEANINGS 
INDICATED. 
 
 (B) “Council” means the Virginia I. Jones Alzheimer’s Disease and Related 
Disorders DEMENTIAS Council. 
 
 (C) “DIRECTOR” MEANS THE DIRECTOR OF DEMENTIA SERVICES 
COORDINATION AND BRAIN HEALTH ESTABLISHED UNDER SUBTITLE 32A OF THIS 
TITLE. 
 
13–3202. 
 
 There is a Virginia I. Jones Alzheimer’s Disease and Related Disorders DEMENTIAS 
Council. 
 
13–3203. 
 
 (a) The Council consists of the following members: 
 
 (1) One member of the Senate of Maryland, appointed by the President of 
the Senate; 
 
 (2) One member of the House of Delegates, appointed by the Speaker of the 
House; 
 
 (3) The Secretary of Health, or the Secretary’s designee; 
 
 (4) The Secretary of Aging, or the Secretary’s designee;

 (5) The Executive Director of the Alzheimer’s Association, Greater 
Maryland Chapter, or the Executive Director’s designee; 
 
 (6) The President of the Alzheimer’s Association, National Capital Area 
Chapter, or the President’s designee; and 
 
 (7) The following members, appointed by the Governor: 
 
 (i) Seven health care professionals with relevant professional 
experience; 
 
 (ii) Three human service professionals with relevant professional 
experience; 
 
 (iii) One elder law attorney with relevant professional experience; 
 
 (iv) Two research professionals with relevant professional 
experience; 
 
 (v) Two family caregivers of individuals with Alzheimer’s disease or 
a related disorder; and 
 
 (vi) At the recommendation of the Council, any other member 
necessary to fulfill the duties of the Council. 
 
 (b) To the extent practicable, the members appointed to the Council shall reflect 
the geographic, racial, ethnic, cultural, and gender diversity of the State. 
 
13–3204. 
 
 (a) The members of the Council shall select the chair of the Council. 
 
 (b) A member of the Council: 
 
 (1) May not receive compensation as a member of the Council; but 
 
 (2) Is entitled to reimbursement for expenses under the Standard State 
Travel Regulations, as provided in the State budget. 
 
 (C) (1) THE TERM OF AN APPOINTED MEMBER OF THE COUNCIL IS 3 
YEARS. 
 
 (2) THE TERMS OF THE APPO INTED MEMBERS OF THE COUNCIL ARE 
STAGGERED AS REQUIRE D BY THE TERMS PROVI DED FOR THE APPOINTE D MEMBERS 
OF THE COUNCIL ON OCTOBER 1, 2022.

 (3) AT THE END OF A TERM , AN APPOINTED MEMBER CONTIN UES TO 
SERVE UNTIL A SUCCES SOR IS APPOINTED AND QUALIFIES. 
 
 (4) A MEMBER WHO IS APPOIN TED AFTER A TERM HAS BEGUN SERVES 
ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS APPOINT ED AND 
QUALIFIES.  
 
13–3205. 
 
 (a) The [Department] DIRECTOR, with assistance from the DEPARTMENT OF 
LEGISLATIVE SERVICES AND THE Department of Aging, shall provide staff support for 
the Council. 
 
 (b) The [Department] DIRECTOR may request staffing assistance from public 
health entities with an interest in the duties of the Council. 
 
13–3206. 
 
 The Council shall: 
 
 (1) Update the State Plan on Alzheimer’s Disease and Related Disorders 
DEMENTIAS and advocate for the State Plan; 
 
 (2) (i) Examine the needs of individuals with Alzheimer’s disease and 
related disorders DEMENTIAS and their caregivers; and 
 
 (ii) Identify methods through which the State can most effectively 
and efficiently assist in meeting those needs; 
 
 (3) Advise the Governor and the General Assembly on policy, funding, 
regulatory, and other issues related to individuals with Alzheimer’s disease and related 
disorders DEMENTIAS and their caregivers; and 
 
 (4) Develop and promote strategies to encourage brain health and reduce 
cognitive decline. 
 
13–3207. 
 
 On or before September 1 [each year], 2022, AND ON OR BEFORE SEPTEMBER 1 
EVERY 5 YEARS THEREAFTER , the Council shall [report to the Governor and, in 
accordance with § 2–1257 of the State Government Article, the General Assembly on the 
activities and recommendations of the Council] ISSUE AND PUBLISH AN UPDATE TO THE 
STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED DISORDERS DEMENTIAS.

 (A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS 
INDICATED. 
 
 (B) “COUNCIL” MEANS THE VIRGINIA I. JONES ALZHEIMER’S DISEASE AND 
RELATED DISORDERS DEMENTIAS COUNCIL. 
 
 (C) “DIRECTOR” MEANS THE DIRECTOR OF DEMENTIA SERVICES 
COORDINATIO N AND BRAIN HEALTH.

 (A) THERE IS A DIRECTOR OF DEMENTIA SERVICES COORDINATION AND 
BRAIN HEALTH IN THE DEPARTMENT . 
 
 (B) THE DIRECTOR SHALL REPORT TO THE SECRETARY. 
 
13–32A–03. 
 
 THE POSITION OF DIRECTOR SHALL BE A F ULL–TIME AND PERMANENT 
POSITION. 
 
13–32A–04. 
 
 (A) THE PURPOSE OF THE PO SITION OF DIRECTOR IS TO COORDI NATE AND 
FACILITATE COMMUNICA TION RELATING TO DEM ENTIA SERVICES IN TH E STATE. 
 
 (B) THE DIRECTOR SHALL : 
 
 (1) COORDINATE THE DEPARTMENT ’S APPROACH TO ADDRES SING 
ALZHEIMER’S DISEASE AND OTHER FORMS OF DEMENTIA AND BRAIN HEALTH , 
INCLUDING THROUGH PU BLIC AWARENESS , PREVENTION , AND EARLY DETECTION 
AND DIAGNOSIS ; 
 
 (2) STAFF THE COUNCIL AND IMPLEMENT OVERSEE 
IMPLEMENT ATION OF THE STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED 
DISORDERS DEMENTIAS; 
 
 (3) ASSESS, ANALYZE, AND CONDUCT OUTREACH TO SHARE 
COGNITIVE HEALTH AND DEMENTIA–RELATED DATA ;  Ch. 398 	2022 LAWS OF MARYLAND

 (4) IDENTIFY AND SHARE DE MENTIA–SPECIFIC TRAINING WI TH 
STAKEHOLDERS WHO ENG AGE WITH INDIVIDUALS WITH ALZHEIMER’S DISEASE OR 
OTHER FORMS OF DEMEN	TIA DEVELOP AND MONITOR I MPLEMENTATION 
MILESTONES AND MEASU RABLE OUTCOMES TO AS SESS PROGRESS IN ACH IEVING 
THE GOALS LAID OUT I N THE STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED 
DEMENTIAS; 
 
 (5) IDENTIFY EFFICIENCIES ACROSS STATE AGENCIES THAT A ID 
INDIVIDUALS WITH DEM ENTIA AND THEIR CARE GIVERS, AND COORDINATE PUBLI C 
AND PRIVATE STAKEHOL DER PARTNERSHIPS ; 
 
 (6) APPLY FOR GRANTS TO ENABLE THE IMPLEMENT ATION OF THE 
STATE PLAN ON ALZHEIMER’S DISEASE AND RELATED DEMENTIAS GOALS TO 
REDUCE THE RISK OF D EMENTIA, AND TO IMPROVE THE QUALITY OF CARE FOR 
INDIVIDUALS WITH DEM ENTIA AND THEIR CARE GIVERS; AND 
 
 (7) CARRY OUT OTHER DUTIE S RELEVANT TO THE SU PPORT OF 
INDIVIDUALS WITH DEM ENTIA AS MAY BE ASSI GNED BY THE DIRECTOR OF THE 
CENTER FOR CHRONIC DISEASE PREVENTION AND CONTROL DEPARTMENT .

 ON OR BEFORE SEPTEMBER 1, 2023, AND ON OR BEFORE SEPTEMBER 1 
EVERY 5 YEARS THEREAFTER , THE DIRECTOR SHALL REPORT TO THE GOVERNOR 
AND, IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, THE 
SENATE FINANCE COMMITTEE AND THE HOUSE HEALTH AND GOVERNMENT 
OPERATIONS COMMITTEE ON THE ACTI VITIES AND RECOMMEND ATIONS OF THE 
DIRECTOR. 
 
13–32A–06. 
 
 FOR FISCAL YEAR 2023 AND EACH FISCAL YEAR THEREAFTER , THE THE 
GOVERNOR SHALL INCLUD E IN THE ANNUAL BUDG ET BILL AN APPROPRIA TION TO 
FUND THE POSITION OF DIRECTOR AND THE VIRGINIA I. JONES ALZHEIMER’S 
DISEASE AND RELATED DISORDERS COUNCIL COUNCIL, AS FOLLOWS: 
 
 (1) FOR FISCAL YEAR 2023, AT LEAST $71,400; 
 
 (2) FOR FISCAL YEAR 2024, AT LEAST $83,000; 
 
 (3) FOR FISCAL YEAR 2025, AT LEAST $85,300;

 (4) FOR FISCAL YEAR 2026, AT LEAST $87,600; AND 
 
 (5) FOR FISCAL YEAR 2027 AND EACH FISCAL YEAR THEREAFTER , AT 
LEAST $89,900. 
 
Chapter 305 of the Acts of 2013, as amended by Chapters 74 and 75 of the Acts of 
2016 and Chapters 410 and 411 of the Acts of 2019 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 
October 1, 2013. [It shall remain effective for a period of 11 years and, at the end of 
September 20, 2024, with no further action required by the General Assembly, this Act 
shall be abrogated and of no further force and effect.] 
 
Chapter 306 of the Acts of 2013, as amended by Chapters 74 and 75 of the Acts of 
2016 and Chapters 410 and 411 of the Acts of 2019 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 
October 1, 2013. [It shall remain effective for a period of 11 years and, at the end of 
September 20, 2024, with no further action required by the General Assembly, this Act 
shall be abrogated and of no further force and effect.] 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the members of 
the Virginia I. Jones Alzheimer’s Disease and Related Disorders Dementias Council 
appointed as of October 1, 2022, shall expire as follows: 
 
 (1) five members in 2024; 
 
 (2) five members in 2025; 
 
 (3) five members in 2026; and 
 
 (4) any other member appointed by the Governor under § 13–3203(a)(7)(vi) 
of the Health – General Article in 2027. 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 
October 1, 2022.
