A BILL ENTITLED 
 
AN ACT concerning 1 
 
State Vehicle Fleet – Conversion to Zero–Emission Passenger Cars and Other 2 
Light–Duty Vehicles 3 
 
FOR the purpose of requiring the State to ensure that a certain minimum percentage of 4 
passenger cars and other light–duty vehicles purchased for the State vehicle fleet in 5 
certain fiscal years are zero–emission vehicles, subject to the availability of funding; 6 
requiring the Department of General Services to ensure the development of certain 7 
charging infrastructure; and generally relating to the State vehicle fleet and  8 
zero–emission passenger cars and other light–duty vehicles. 9

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 15 
That the Laws of Maryland read as follows: 16

 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 19 
INDICATED. 20 
 
 (2) “LIGHT–DUTY VEHICLE ” MEANS A VEHICLE WITH A GROSS 21 
WEIGHT OF 8,500 POUNDS OR LESS . 22

 (3) “PASSENGER CAR ” HAS THE MEANING STAT ED IN § 11–144.2 OF 1 
THE TRANSPORTATION ARTICLE. 2 
 
 (4) “ZERO–EMISSION VEHICLE ” HAS THE MEANING STAT ED IN §  3 
23–206.4 OF THE TRANSPORTATION ARTICLE.  4 
 
 (B) IT IS THE INTENT OF T HE GENERAL ASSEMBLY THAT 100% OF: 5 
 
 (1) PASSENGER CARS IN TH E STATE VEHICLE FLEET B E  6 
ZERO–EMISSION VEHICLES BY 2031; AND  7 
 
 (2) OTHER LIGHT–DUTY VEHICLES IN THE STATE VEHICLE FLEET B E 8 
ZERO–EMISSION VEHICLES BY 2036.  9 
 
 (C) THIS SECTION DOES NOT APPLY TO THE PURCHAS E OF VEHICLES: 10 
 
 (1) THAT HAVE SPECIAL PE RFORMANCE REQUIREMEN TS NECESSARY 11 
FOR THE PROTECTION A ND WELFARE OF THE PUBLIC; OR 12 
 
 (2) BY THE DEPARTMENT OF TRANSPORTATION OR THE MARYLAND 13 
TRANSIT ADMINISTRATION THAT W ILL BE USED TO PROVI DE PARATRANSIT 14 
SERVICE. 15 
 
 (D) SUBJECT TO THE AVAILA BILITY OF FUNDING , THE STATE SHALL 16 
ENSURE THAT : 17 
 
 (1) (I) IN FISCAL YEARS 2023 THROUGH 2025, INCLUSIVE, AT 18 
LEAST 25% OF PASSENGER CARS PU RCHASED FOR THE STATE VEHICLE FLEET A RE 19 
ZERO–EMISSION VEHICLES ;  20 
 
 (II) IN FISCAL YEARS 2026 AND 2027, AT LEAST 50% OF 21 
PASSENGER CARS PURCH ASED FOR THE STATE VEHICLE FLEET A RE  22 
ZERO–EMISSION VEHICLES ; AND 23 
 
 (III) BEGINNING IN FISCAL YEAR 2028, 100% OF PASSENGER 24 
CARS PURCHASED FOR T HE STATE VEHICLE FLEET A RE ZERO–EMISSION VEHICLES ; 25 
AND 26 
 
 (2) (I) IN FISCAL YEARS 2028 THROUGH 2030, INCLUSIVE, AT 27 
LEAST 25% OF ALL OTHER LIGHT –DUTY VEHICLES PURCHA SED FOR TH E STATE 28 
VEHICLE FLEET ARE ZE RO–EMISSION VEHICLES ;  29

 (II) IN FISCAL YEARS 2031 AND 2032, AT LEAST 50% OF ALL 1 
OTHER LIGHT –DUTY VEHICLES PURCHA SED FOR THE STATE VEHICLE FLEET A RE 2 
ZERO–EMISSION VEHICLES ; AND 3 
 
 (III) BEGINNING IN FISCAL YEAR 2033, 100% OF ALL OTHER 4 
LIGHT–DUTY VEHICLES PURCHA SED FOR THE STATE VEHICLE FLEET A RE  5 
ZERO–EMISSION VEHICLES . 6 
 
 (E) THE DEPARTMENT OF GENERAL SERVICES SHALL ENSURE THE 7 
DEVELOPMENT OF CHARG ING INFRASTRUCTURE T O SUPPORT THE OPERAT ION OF 8 
ZERO–EMISSION VEHICLES I N THE STATE VEHICLE FLEET . 9 
 
 (F) (1) ON OR BEFORE DECEMBER 1 EACH YEAR , THE CHIEF 10 
PROCUREMENT OFFICER SHALL SUBMIT TO THE GENERAL ASSEMBLY, IN 11 
ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, AN ANNUAL 12 
REPORT THAT INCLUDES , FOR THE IMMEDIATELY PRECEDING FISCAL YEAR : 13 
 
 (I) THE TOTAL NUMBER OF PASSENGER CARS AND O THER 14 
LIGHT–DUTY VEHICLES PURCHA SED BY EACH UNIT ; 15 
 
 (II) THE NUMBER OF ZERO –EMISSION PASSENGER C ARS AND 16 
OTHER LIGHT–DUTY VEHICLES PURCHA SED BY EACH UNIT ; 17 
 
 (III) THE CURRENT PERCENTA GE OF PASSENGER CARS AND 18 
OTHER LIGHT –DUTY VEHICLES IN THE STATE VEHICLE FLEET T HAT ARE  19 
ZERO–EMISSION VEHICLES ; 20 
 
 (IV) ANY OPERATIONAL SAVI NGS ASSOCIATED WITH THE 21 
PURCHASE AND OPERATI ON OF ZERO–EMISSION VEHICLES ; AND 22 
 
 (V) AN EVALUA TION OF THE CHARGING INFRASTRUCTURE 23 
THAT EXISTS TO SUPPO RT THE OPERATION OF ZERO–EMISSION VEHICLES IN THE 24 
STATE VEHICLE FLEET . 25 
 
 (2) EACH UNIT SHALL COOPE RATE WITH THE CHIEF PROCUREMENT 26 
OFFICER IN THE COLLEC TION AND REPORTING O F THE INFORMATION RE QUIRED 27 
UNDER THIS SUBSECTION .  28 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 29 
October 1, 2022. 30
