A BILL ENTITLED 
 
AN ACT concerning 1 
 
Higher Education – Articulation Agreements and Transfer Procedures – 2 
Workgroup Study 3 
(Maryland Articulation and Transfer Act) 4 
 
FOR the purpose of establishing the Workgroup on Articulation Agreements and Transfer 5 
Procedures of Institutions of Higher Education in the State to study obstacles 6 
encountered by students transferring between community colleges and four–year 7 
institutions of higher education in the State; and generally relating to institutions of 8 
higher education in the State.  9 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 10 
That: 11 
 
 (a) There is a Workgroup on Articulation Agreements and Transfer Procedures of 12 
Institutions of Higher Education in the State.  13 
 
 (b) The Workgroup consists of the following members: 14 
 
 (1) the Secretary of Higher Education, or the Secretary’s designee;  15 
 
 (2) the following members representing community colleges in the State, 16 
appointed by the Maryland Association of Community Colleges: 17 
 
 (i) one president; 18 
 
 (ii) one vice president of academic affairs; and 19 
 
 (iii) one vice president of student affairs; and 20

 (3) the following members representing four–year institutions of higher 1 
education in the State, appointed by the Maryland Independent College and University 2 
Association: 3 
 
 (i) one president; 4 
 
 (ii) one vice president of academic affairs; and 5 
 
 (iii) one vice president of student affairs. 6 
 
 (c) From among its members the Workgroup shall elect: 7 
 
 (1) one representative of a community college to serve as cochair; and 8 
 
 (2) one representative of a four–year institution of higher education to 9 
serve as cochair.  10 
 
 (d) The Maryland Higher Education Commission shall provide staff for the 11 
Workgroup. 12 
 
 (e) A member of the Workgroup: 13 
 
 (1) may not receive compensation as a member of the Workgroup; but 14 
 
 (2) is entitled to reimbursement for expenses under the Standard State 15 
Travel Regulations, as provided in the State budget. 16 
 
 (f) The Workgroup shall: 17 
 
 (1) study the current system of articulation agreements and transfer 18 
procedures in the State to identify obstacles students encounter when transferring between 19 
community colleges and four–year institutions of higher education in the State; and 20 
 
 (2) make recommendations to remedy any identified obstacles under 21 
paragraph (1) of this subsection, including proposing a timeline for implementation or 22 
adoption of the recommendations.  23 
 
 (g) On or before January 1, 2023, the Workgroup shall report its findings and 24 
recommendations to the Governor and, in accordance with § 2–1257 of the State 25 
Government Article, the President of the Senate and the Speaker of the House. 26 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 27 
1, 2022. It shall remain effective for a period of 1 year and, at the end of June 30, 2023, this 28 
Act, with no further action required by the General Assembly, shall be abrogated and of no 29 
further force and effect. 30
