Vehicle Laws – Surrender of Registration Card and Registration Plates – 2
Refund of Registration Fee 3
FOR the purpose of requiring the Motor Vehicle Administration to refund a prorated 4
amount of a vehicle registration fee for each full month remaining in the registration 5
period on surrender of the registration card and registration plates; and generally 6
relating to the surrender of registration cards and registration plates and the refund 7
of vehicle registration fees. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19

(a) Notwithstanding any other provision of this subtitle, the Administration may 23
adopt a system of multiyear registration. 24

(b) Vehicle registration plates or validation tabs shall be issued and displayed in 1
accordance with a schedule established by the Administrator. 2
(c) The fee for a multiyear registration is the same as the annual registration fee 3
established under this title multiplied by the number of years for which the registration is 4
issued. 5
(d) [The Administration shall refund the registration fees upon surrender of the 6
registration card and registration plates if the return is made before the beginning of any 7
12–month registration year for which the application for refund is made. 8
(e)] The Administration may adopt regulations to carry out the provisions of this 9
section. 10

BEFORE EXPIRATION OF THE REGISTRATION PER IOD, THE ADMINISTRATION SHALL 13
REFUND ONE –TWELFTH OF THE ANNUA L AMOUNT OF THE REGI STRATION FEE FOR 14
EACH FULL MONTH REMA INING IN THE REGISTR ATION PERIOD. 15
SECTION 2. AND BE IT FURTHER ENACTED, Tha t this Act shall take effect July 16
1, 2022. 17
