AN ACT concerning 1
Anne Arundel County – Local Development Council – Delegate Appointments 2
FOR the purpose of altering the number of members of the local development council for a 3
video lottery facility located in Anne Arundel County; requiring the County 4
Executive of Anne Arundel County to appoint a certain number of Delegates who 5
represent a certain district or their designees to the local development council; and 6
generally relating to the local development councils for video lottery facilities in Anne 7
Arundel County. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14
That the Laws of Maryland read as follows: 15

(c) (1) A local development council shall be established in each geographic 18
area where a video lottery facility is located. 19
(2) Subject to paragraph (3) of this subsection, a local development council 20
shall consist of the following [15] members appointed by the chief executive of the county 21
in which the local development council is located, in consultation with the Senators and 22
Delegates who represent the communities surrounding the facility and the respective 23
county councils, city councils, or county commissioners: 24 2 SENATE BILL 918
(i) one Senator who represents the district where the facility is 1
located or the Senator’s designee; 2
(ii) two Delegates who represent the districts where the 3
communities surrounding the facility are located or the Delegates’ designees; 4
(iii) one representative of the video lottery operation licensee; 5
(iv) seven residents of the communities in immediate proximity to 6
the facility; and 7
(v) four representatives of businesses or institutions located in 8
immediate proximity to the facility. 9
(3) (i) [If the video lottery facility is at a racetrack location at Laurel 10
Park, the County Executive of Anne Arundel County, the County Executive of Prince 11
George’s County, and the County Executive of Howard County shall jointly appoint the 12
local development council. 13
(ii)] If the video lottery facility is at a racetrack location at the Ocean 14
Downs Race Course: 15
1. the County Commissioners of Worcester County shall 16
appoint the local development council; 17
2. the Senator or the Senator’s designee shall serve as a 18
member of the local development council; and 19
3. the Delegates or the Delegates’ designees shall serve as 20
members of the local development council. 21
(II) IF THE VIDEO LOTTERY FAC ILITY IS LOCATED IN ANNE 22
ARUNDEL COUNTY, THE COUNTY EXECUTIVE SHALL APPOI NT THREE DELEGATES 23
WHO REPRESENT THE DI STRICT WHERE THE COM MUNITIES SURROUNDING THE 24
FACILITY ARE LOCATED OR THE DELEGATES’ DESIGNEES. 25
SECTION 2. AND BE IT FURTH ER ENACTED, That this Act shall take effect July 26
1, 2022. 27
