A BILL ENTITLED 
 
AN ACT concerning 1 
 
Public Health – COVID–19 and Other Influenza–Like Illnesses – Antibody Tests 2 
 
FOR the purpose of authorizing an individual to use proof of a positive antibody test to 3 
satisfy a vaccination requirement for COVID–19 or other influenza–like illnesses; 4 
and generally relating to COVID–19. 5

Preamble 11 
 
 WHEREAS, Individuals have the civil and human right to live and work without 12 
undue restriction; and 13 
 
 WHEREAS, Medical authorities and institutions have established that antibodies 14 
created by the human body, including antibodies to COVID–19 and other influenza–like 15 
illnesses, are better, natural, more dependable, and equal to or more powerful than any 16 
industrially manufactured vaccine; now, therefore,  17 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18 
That the Laws of Maryland read as follows: 19

 (A) THIS SECTION APPLIES WITH RESPECT TO COVID–19 AND OTHER 22  2 	SENATE BILL 943  
 
 
INFLUENZA–LIKE ILLNESSES.  1 
 
 (B) EXCEPT AS PROHIBITED BY FEDERAL LAW , AN INDIVIDUAL MAY SH OW 2 
PROOF OF A POSITIVE ANTIBODY TEST TO SAT ISFY ANY VACCINATION 3 
REQUIREMENT , INCLUDING ANY VACCIN ATION REQUIRE MENT ESTABLISHED BY A 4 
STATE OR LOCAL GOVERN MENTAL ENTITY , AN EMPLOYER , AN EDUCATIONAL 5 
INSTITUTION, A MEDICAL FACILITY , A BUSINESS ESTABLISH MENT, A NONPROFIT 6 
ORGANIZATION , OR AN EVENT.  7 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency 8 
measure, is necessary for the immediate preservation of the public health or safety, has 9 
been passed by a yea and nay vote supported by three–fifths of all the members elected to 10 
each of the two Houses of the General Assembly, and shall take effect from the date it is 11 
enacted. 12
