AN ACT concerning 1
State Operating Budget – Step Increases for State Employees – Reporting 2
FOR the purpose of requiring the Governor to report to the General Assembly on a certain 3
date the reasons why an appropriation sufficient to provide certain step increases for 4
State employees was not included in the annual budget bill under certain 5
circumstances; and generally relating to step increases for State employees. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12

(A) IF THE GOVERNOR DOES NOT INC LUDE IN THE ANNUAL B UDGET BILL 16
AN APPROPRIATION SUF FICIENT TO PROVIDE S TEP INCREASES FOR STATE 17
EMPLOYEES IN ACCORDA NCE WITH THE APPLICA BLE PAY PLAN , THE GOVERNOR 18
SHALL REPORT TO THE GENERAL ASSEMBLY, IN ACCORDANCE WITH § 2–1257 OF 19
THE STATE GOVERNMENT ARTICLE, THE REASONS WHY AN A PPROPRIATION FOR 20
THE STEP INCREASES W AS NOT INCLUDED IN T HE ANNUAL BUDGET BIL L. 21
(B) THE GOVERNOR SHALL SUBMIT THE REPORT REQUIRED UNDER 22
SUBSECTION (A) OF THIS SECTION ON T HE DATE ON WHICH THE ANNUAL BUDGET 23
