19	19	FOR the purpose of affirming the Maryland General Assembly’s support for the enactment 4
20	20	of the Francis G. Newlands Memorial Removal Act by the United States Congress; 5
21	21	and generally relating to the removal of certain items from the Francis G. Newlands 6
22	22	Memorial Fountain. 7

24	24	WHEREAS, U.S. Senate Bill S. 3515 and U.S. House of Representatives Bill H.R. 8
25	25	1256 direct the U.S. Department of the Interior to remove a plaque bearing the name 9
26	26	“Senator Francis G. Newlands”, a projection bearing the name “Francis Griffith Newlands”, 10
27	27	and a carving with the name “Newlands Memorial Fountain” from the Francis Griffith 11
28	28	Newlands Memorial Fountain, and require the Department to offer the items removed to 12
29	29	descendants of Francis Griffith Newlands for a certain period and, if the items are not 13
30	30	claimed by descendants of Francis Griffith Newlands, to maintain the items as federal 14
31	31	property and accession of the items into the Rock Creek Park museum collection; and 15

33	33	WHEREAS, The Francis G. Newlands Memorial is located at Chevy Chase Circle on 16
34	34	the border between the State of Maryland and the District of Columbia; and 17

36	36	WHEREAS, Francis Griffith Newlands fervently endorsed white supremacist 18
37	37	values, which conflict with the values of diversity, acceptance, and inclusion that make our 19
38	38	State great; now, therefore, be it 20

40	40	RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the Maryland 21
41	41	General Assembly affirms its support for the enactment of the Francis G. Newlands 22
42	42	Memorial Removal Act as it was introduced in both chambers of the United States 23
43	43	Congress; and be it further 24

45	45	RESOLVED, That certified copies of this Joint Resolution be sent by the Secretary 25
46	46	of State to the Honorable Joseph R. Biden, President of the United States of America, 1600 26
