AUTHORITY TO AMEND OR REPEAL. 29 THIS APPENDIX, ENACTED PURSUANT TO ARTICLE III, SECTION 61 OF THE 30 MARYLAND CONSTITUTION, MAY BE AMENDED OR RE PEALED ONLY BY THE 31 GENERAL ASSEMBLY OF MARYLAND. 32 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 33 October 1, 2023. 34
