AN ACT concerning 1
State Lottery – Internet Sales of Subscription Plans – Authorization 2
FOR the purpose of authorizing the State Lottery and Gaming Control Agency to allow the 3
establishment of a system or program that allows for the purchase of a State lottery 4
subscription plan in a certain manner; and generally relating to the sale of State 5
lottery subscription plans. 6
BY repealing and reenacting, with amendments, 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12
That the Laws of Maryland read as follows: 13

(e) (1) [The] EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS 16
SUBSECTION, THE Agency may not allow the establishment of any system or program that 17
allows a person to purchase a State lottery ticket through an electronic device that connects 18
to the Internet, such as a personal computer or mobile device. 19
(2) THE AGENCY MAY ALLOW THE ESTABLISHMENT OF A SYSTEM OR 20
PROGRAM THAT ALLOWS FOR THE PURCHASE OF A STATE LOTTERY SUBSCRI PTION 21
PLAN THROUGH AN ELECTRONI C DEVICE THAT CONNEC TS TO THE INTERNET, SUCH 22
AS A PERSONAL COMPUT ER OR MOBILE DEVICE . 23
