3535 WHEREAS, The motor fuel tax, among other taxes current or proposed, is indexed 12
3636 to inflation, resulting in permanent and periodic tax increases without a vote by the 13
3737 members of the Maryland General Assembly; and 14

3939 WHEREAS, It is the solemn responsibility of each member of the Maryland General 15
4040 Assembly to have a recorded vote each time that a tax is to be increased or decreased; and 16

4242 WHEREAS, It is the intent of this amendment to the Maryland Constitution to 17
4343 require the members of the Maryland General Assembly to vote each time that a tax 18

6767 SECTION 2. AND BE IT FURTHER ENACTED, That the General Assembly 12
6868 determines that the amendment to the Maryland Constitution proposed by Section 1 of this 13
6969 Act affects multiple jurisdictions and that the provisions of Article XIV, § 1 of the Maryland 14
7070 Constitution concerning local approval of constitutional amendments do not apply. 15

7272 SECTION 3. AND BE IT FURTHER ENACTED, That the amendment to the 16
7373 Maryland Constitution proposed by Section 1 of this Act shall be submitted to the qualified 17
7474 voters of the State at the next general election to be held in November 2024 for adoption or 18
7575 rejection pursuant to Article XIV of the Maryland Constitution. At that general election, 19
7676 the vote on the proposed amendment to the Constitution shall be by ballot, and on each 20
7777 ballot there shall be printed the words “For the Constitutional Amendment” and “Against 21
7878 the Constitutional Amendment”, as now provided by law. Immediately after the election, 22
7979 all returns shall be made to the Governor of the vote for and against the proposed 23
8080 amendment, as directed by Article XIV of the Maryland Constitution, and further 24
8181 proceedings had in accordance with Article XIV. 25
