AN ACT concerning 1 
 
Commission on History, Culture, and Civics in Education 2 
 
FOR the purpose of establishing the Commission on History, Culture, and Civics in 3 
Education to make recommendations to the State Board of Education and the State 4 
Department of Education to further the discovery, interpretation, and learning of 5 
the history, culture, and civics of the United States and Maryland; and generally 6 
relating to the Commission on History, Culture, and Civics in Education. 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14

 (A) (1) THERE IS A COMMISSION ON HISTORY, CULTURE, AND CIVICS IN 17 
EDUCATION. 18 
 
 (2) THE PURPOSE OF THE 	COMMISSION IS TO MAKE 19 
RECOMMENDATIONS TO T HE STATE BOARD AND THE DEPARTMENT TO FURTHER 20 
THE DISCOVERY , INTERPRETATION , AND LEARNING OF THE HISTORY, CULTURE, 21 
AND CIVICS OF THE UNITED STATES AND MARYLAND. 22 
 
 (B) THE COMMISSION CONSISTS O F THE FOLLOWING MEMB ERS: 23  2 	HOUSE BILL 890  
 
 
 
 (1) THE FOLLOWING MEMBERS APPOINTED BY THE GOVERNOR: 1 
 
 (I) TWO MEMBERS REPRESENT ING MARYLAND’S INDIGENOUS 2 
AMERICAN TRIBES , WHICH INCLUDE THE LENAPE, NANTICOKE, PISCATAWAY, 3 
CONOY, POWHATAN, ACCOHANNOCK , SHAWNEE, SUSQUEHANNOCK , TUTELO, AND 4 
SAPONI TRIBES; 5 
 
 (II) TWO MEMBERS REPRESENT ING THE MARYLAND LGBTQI+ 6 
COMMUNITY , ONE OF WHOM IDENTIFI ES AS TRANSGENDER ; 7 
 
 (III) ONE MEMBER REPRESENTI	NG THE MARYLAND 8 
DIFFERENTLY ABLED COMMUNIT Y; AND 9 
 
 (IV) ONE MEMBER WHO IS A T EACHER OR HOLDS A TE ACHING 10

 (II) ONE OF WHOM IS DESIGN ATED BY THE PRESIDENT OF THE 25 
MARYLAND ASSOCIATION OF COMMUNITY COLLEGES; AND 26 
 
 (4) THE STATE SUPERINTENDENT OF SCHOOLS, OR THE STATE 27 
SUPERINTENDENT ’S DESIGNEE. 28 
 
 (C) (1) TO THE EXTENT PRACTICAB LE, THE MEMBERSHIP OF TH E 29   	HOUSE BILL 890 	3 
 
 
COMMISSION SHALL REFL ECT THE GENDER , RACIAL, ETHNIC, AND GEOGRAPHIC 1 
DIVERSITY OF THE STATE. 2 
 
 (2) A MAJORITY OF THE MEMB ERS OF THE COMMISSION SHALL HAVE 3 
CLASSROOM EXPERIENCE OR EXPERIENCE IN DEV ELOPING EDUCAT ION CONTENT 4 
STANDARDS. 5 
 
 (D) (1) THE TERM OF A MEMBER IS 4 YEARS. 6 
 
 (2) THE TERMS OF MEMBERS ARE STAGGERED AS REQ UIRED BY THE 7 
TERMS PROVIDED FOR M EMBERS OF THE COMMISSION ON JULY 1, 2023. 8 
 
 (E) THE COMMISSION MEMBERS SH ALL ELECT A CHAIR FR OM AMONG THE 9 
MEMBERS. 10 
 
 (F) THE DEPARTMENT SHALL PROV IDE STAFF FOR THE COMMISSION. 11 
 
 (G) A MEMBER OF THE COMMISSION: 12 
 
 (1) MAY NOT RECEIVE COMPE NSATION AS A MEMBER OF THE 13 
COMMISSION; BUT 14 
 
 (2) IS ENTITLED TO REIMBU RSEMENT FOR EXPENSES UNDER THE 15 
STANDARD STATE TRAVEL REGULATIONS, AS PROVIDED IN THE STATE BUDGET . 16 
 
 (H) THE COMMISSION SHALL : 17 
 
 (1) EXAMINE THE HISTORY , CULTURE, AND CIVICS OF THE UNITED 18 
STATES AND MARYLAND, INCLUDING: 19 
 
 (I) THE CONTRIBUTIONS OF AMERICAN INDIANS, LATINOS, 20 
AFRICAN AMERICANS, AND ASIAN AMERICANS; 21 
 
 (II) THE CONTRIBUTIONS OF LESBIAN, GAY, BISEXUAL, 22 
TRANSGENDER , AND QUEER INDIVIDUAL S WITHIN THE MINORIT Y GROUPS; 23 
 
 (III) THE INTERSECTIONALITY OF SIGNIFICANT SOCIA L AND 24 
CULTURAL FEATURES WI THIN THE MINORITY CO MMUNITIES; 25 
 
 (IV) THE CONTRIBUT IONS AND PERSECUTION OF RELIGIOUS 26 
MINORITIES; 27 
 
 (V) THE CONTRIBUTIONS OF THE MARYLAND DIFFERENTLY 28  4 	HOUSE BILL 890  
 
 
ABLED COMMUNITY ; AND 1 
 
 (VI) THE CONTRIBUTIONS OF WOMEN; 2 
 
 (2) MAKE RECOMMENDATIONS TO THE STATE BOARD REGARDING 3

DISCOVERY, INTERPRETATION , AND LEARNING OF THE HISTORY, CULTURE, AND 5 
CIVICS OF THE UNITED STATES AND MARYLAND; 6 
 
 (3) MAKE ALL ACTIVITIES AND MATER IALS OF THE COMMISSION 7 
AVAILABLE ON THE DEPARTMENT ’S WEBSITE, INCLUDING: 8 
 
 (I) LIVE AND ARCHIVED VID EO STREAMING OF EACH 9 
COMMISSION MEETING; 10 
 
 (II) MEETING AGENDA S, MATERIALS, AND NOTES; AND 11 
 
 (III) COMMISSION REPORTS; AND 12 
 
 (4) USE MULTIPLE COMMUNIC ATIONS METHODS TO PR OVIDE 13 
UPDATES AND A NNOUNCEMENTS RELATED TO THE COMMISSION. 14 
 
 (I) ON OR BEFORE DECEMBER 30 EACH YEAR, BEGINNING IN 2023, THE 15 
COMMISSION SHALL REPO RT ITS FINDINGS AND RECOMMENDATIONS TO T HE STATE 16 
BOARD, THE GOVERNOR, AND, IN ACCORDANCE WITH § 2–1257 OF THE STATE 17 
GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY. 18 
 
 (J) ON OR BEFORE JULY 1 EACH YEAR, THE STATE BOARD SHALL: 19 
 
 (1) REVIEW THE COMMISSION’S FINDINGS AND RECOM MENDATIONS ; 20 
AND 21 
 
 (2) MAKE ANY APPROPRIATE CHANGES TO THE EDUCA TIONAL 22 
STANDARDS FOR PREKIN DERGARTEN THROUGH GR ADE 12. 23 
 
 SECTION 2. AND BE IT FURTHER ENACTED, T hat the terms of the initial 24 
members of the Commission on History, Culture, and Civics in Education shall expire as 25 
follows: 26 
 
 (1) the eight members representing the indigenous American tribes, 27 
Maryland Latinx community, African American community, and As ian American and 28 
Pacific Islander community in 2025; and 29 
 
 (2) the six members representing the LGBTQI+ community, differently 30   	HOUSE BILL 890 	5 
 
 
abled community, teachers, and higher education in 2027. 1 
 
 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 2 
1, 2023. 3
