555+ SECTION 3. AND BE IT FURTHER ENACTED, That if the State Wildlife 22
556+Management and Protection Fund or the Department of Natural Resources receives an 23
557+increase in federal funds due to the increased fees under § 10–301 of the Natural Resources 24
558+Article, as enacted under Section 1 of this Act: 25

560+ (1) any portion of the increase may be transferred to the Heritage 26
561+Conservation Fund for the acquisition of conservation easements or fee simple or other 27
562+interests in lands that can be used by the general public for hunting; and 28
563+
564+ (2) a portion of the increase shall be used for: 29
565+
566+ (i) the creation of eight Position Identification Numbers for the 30
567+Department of Natural Resources to hire staff for the Wildlife Conservation, Education, 31
568+and Outreach Program established under Section 1 of this Act; and 32 HOUSE BILL 983 13

572+ (ii) the creation and funding of a farmer cost–share program to 1
573+provide funding for farmers to plant forage crops on private agricultural land to: 2
574+
575+ 1. reduce the loss of commercial crops due to wildlife 3
576+foraging; and 4

578+ 2. increase forage habitat for wildlife. 5

580+ SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect July 6
