AN ACT concerning 1 
 
State Lottery – Internet Sales Authorization and Distribution of Proceeds 2 
 
FOR the purpose of authorizing the State Lottery and Gaming Control Agency to allow a 3 
person to purchase a State lottery ticket through an electronic device that connects 4 
to the Internet; altering the distribution of certain lottery proceeds; and generally 5 
relating to the State lottery. 6 
 
BY repealing and reenacting, without amendments, 7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 22 
That the Laws of Maryland read as follows: 23 
 
Article – State Government 24

 (a) In this subtitle the following words have the meanings indicated. 1 
 
 (b) “Agency” means the State Lottery and Gaming Control Agency. 2 
 
9–111. 3 
 
 (e) (1) The Agency may [not] allow the establishment of any system or 4 
program that allows a person to purchase a State lottery ticket through an electronic device 5 
that connects to the Internet, such as a personal computer or mobile device. 6 
 
 (2) THE AGENCY SHALL ADOPT RE GULATIONS TO IMPLEMENT THIS 7 
SUBSECTION. 8

 (b) (1) By the end of the month following collection, the Comptroller shall 10 
deposit, cause to be deposited, or pay: 11 
 
 (xii) after June 30, 2023, into the Prince George’s County Blue Line 12 
Corridor Facility Fund established under § 10–657.6 of the Economic Development Article 13 
from the money that remains in the State Lottery Fund from the proceeds of all lotteries 14 
after the distributions under subsection (a) of this section and items (i) through (xi) of this 15 
paragraph, an amount not to exceed $27,000,000 to be paid in two installments not later 16 
than November 1 and June 1 of each fiscal year; [and] 17 
 
 (XIII) AFTER JUNE 30, 2025, INTO THE PROBLEM GAMBLING 18 
FUND ESTABLISHED UNDE R § 9–1A–33 OF THIS TITLE, 1% OF THE MONEY THAT 19 
REMAINS IN THE STATE LOTTERY FUND FROM THE PROCEED S OF ALL LOTTERIES 20 
EACH FISCAL YEAR , EXCEPT FROM THE INST ANT TICKET LOTTERY M ACHINES 21 
UNDER § 9–112 OF THIS SUBTITLE, AFTER THE DISTRIBUTI ONS UNDER SUBSECTION 22 
(A) OF THIS SECTION AND ITEMS (I) THROUGH (XII) OF THIS PARAGRAPH ; AND 23 
 
 [(xiii)] (XIV) into the General Fund of the State the money that remains 24 
in the State Lottery Fund from the proceeds of all lotteries after the distributions under 25 
subsection (a) of this section and items (i) through [(xii)] (XIII) of this paragraph. 26 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 27 
1, 2024. 28
