A BILL ENTITLED 
 
AN ACT concerning 1 
 
Higher Education – Harford Community College Board of Trustees – Alterations 2 
 
FOR the purpose of requiring that a member of the Harford Community College Board of 3 
Trustees be a resident of Harford County for the duration of the member’s term; 4 
altering the membership of the Harford Community College Board of Trustees; 5 
requiring the Governor to consider certain factors when appointing members to the 6 
Board; altering meeting requirements so that the Harford Community College Board 7 
of Trustees and the Harford County Board of Education are no longer required to 8 
attend certain meetings; and generally relating to the Harford Community College 9 
Board of Trustees. 10

 SECTION 1. BE IT ENACTED BY THE GENER AL ASSEMBLY OF MARYLAND, 21 
That the Laws of Maryland read as follows: 22 
 
Article – Education 23

 (a) (1) The HARFORD COMMUNITY COLLEGE Board of [Community 1 
College] Trustees [for Harford County] consists of nine members APPOINTED FROM THE 2 
COUNTY AT LARGE . 3 
 
 (2) Subject to paragraph [(4)] (3) of this subsection, each of the members 4 
shall be: 5 
 
 (i) A resident of Harford County FOR THE DURATION OF THE 6 
MEMBER’S TERM; and 7 
 
 (ii) Appointed by the Governor for terms of 5 years. 8 
 
 (3) [Of the nine members: 9 
 
 (i) Six shall be appointed with one from each of the six councilmanic 10 
districts; and 11 
 
 (ii) Three shall be appointed from the county at large. 12 
 
 (4)] No member may be a member of the Harford County Board of 13 
Education while serving as a member of the Board. 14 
 
 (b) A member of the Board may not serve for more than two consecutive 5–year 15 
terms. 16 
 
 (c) [At least twice annually, the Board of Community College Trustees, the 17 
College President, the Harford County Board of Education, and the Superintendent of the 18 
Harford County public schools shall meet to discuss issues of mutual concern.] TO THE 19 
EXTENT PRACTICABLE , WHEN APPOINTING MEMB ERS TO THE BOARD, THE 20 
GOVERNOR SHALL TAKE I NTO CONSIDERATION TH E GEOGRAPHIC AND ETH NIC 21 
REPRESENTATION OF HARFORD COUNTY SO THAT ALL SEGMENTS OF THE 22 
POPULATION OF THE CO UNTY ARE REPRESENTED ON THE BOARD. 23

 AT LEAST TWICE ANNUAL LY, THE PRESIDENT OF HARFORD COMMUNITY 25 
COLLEGE AND THE SUPERINTENDENT OF HARFORD COUNTY PUBLIC SCHOOLS 26 
SHALL MEET TO DISCUS S ISSUES OF MUTUAL CONCERN. 27 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 28 
1, 2024. 29
