38	38	SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17

45	45	(a) In this subtitle the following words have the meanings indicated. 21

47	47	(c) “Council” means the MPowering Joint Steering Council established under § 22

54	54	(a) There is an MPowering Joint Steering Council. 2

56	56	(b) The Council consists of members appointed by the President of the College 3
57	57	Park Campus and the President of the Baltimore Campus. 4

61	61	(1) Develop guidelines for faculty appointments that are joint between the 6
62	62	College Park Campus and the Baltimore Campus; 7

64	64	(2) Make recommendations to the presidents on joint faculty 8

67	67	(3) Make recommendations to the presidents identifying competitor state 10
68	68	peers for the University of Maryland; 11

70	70	(4) Establish a process by which undergraduate and graduate programs 12
71	71	are evaluated to determine whether the students, the University of Maryland, and the 13
72	72	State would benefit from alignment and collaboration and make recommendations to the 14

75	75	(5) Carry out the programs and policies established under the MPower 16
76	76	program as directed by the presidents; 17

78	78	(6) Explore opportunities to create registered apprenticeship programs in 18
79	79	nursing and other fields that include integration of high school career and technology 19
80	80	education programs and University of Maryland graduate and undergraduate programs; 20

83	83	(7) Perform any other duties assigned by the presidents. 22

85	85	(d) (1) The Governor shall include in the annual State budget for the Council 23
86	86	a General Fund appropriation in the following amounts: 24

88	88	(i) $2,000,000 in fiscal year 2021; 25

90	90	(ii) $4,000,000 in fiscal year 2022; 26

92	92	(iii) $6,000,000 in fiscal year 2023; 27

94	94	(iv) $8,000,000 in fiscal year 2024; and 28

96	96	(v) $10,000,000 in fiscal year 2025 and each fiscal year thereafter. 29

100	100	(2) The Governor shall include in the annual State budget for the 1
101	101	University of Maryland Baltimore County, to further its mission as a research university 2
102	102	and to complement the economic development and research activities of the MPowering 3
103	103	Joint Steering Council, a General Fund appropriation in the following amounts: 4

105	105	(i) $400,000 in fiscal year 2021; 5

107	107	(ii) $800,000 in fiscal year 2022; 6

109	109	(iii) $1,200,000 in fiscal year 2023; 7

115	115	(3) THE GOVERNOR SHALL INCLUD E IN THE ANNUAL STATE BUDGET 10
116	116	FOR THE COUNCIL TO USE EXCLUSIVELY ON THE UNIVERSITY OF MARYLAND 11
117	117	INSTITUTE FOR HEALTH COMPUTING A GENERAL FUND APPROPRIATION IN THE 12

129	129	(4) The money appropriated under paragraphs (1), (2), and [(2)] (3) of this 19
130	130	subsection is supplemental to and may not take the place of funding that otherwise would 20
131	131	be appropriated for the Council or the University of Maryland Baltimore County. 21

133	133	SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22
