BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1 That the Laws of Maryland read as follows: 2 Article – Education 3 5–310.1. 4 (A) THE INTERAGENCY COMMISSION SHALL ADOP T FACILITY MAPPING 5 STANDARDS FOR THE UN IFORM MAPPING OF THE PHYSICAL ATTRIBU TES OF PUBLIC 6 SCHOOLS IN THE STATE. 7 (B) LOCAL EDUCATION AGENC IES SHALL: 8 (1) COOPERATE WITH THE INTERAGENCY COMMISSION IN THE 9 DEVELOPMENT OF UNIFO RM MAPPING STANDARDS ; AND 10 (2) CONTRIBUTE DATA AS RE QUESTED BY THE INTERAGENCY 11 COMMISSION. 12 7–452. 7–1510.1. 13 (A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 14 INDICATED. 15 (2) “PROGRAM” MEANS THE SCHOOL MAPPING DATA PROGRAM. 16 (3) “SCHOOL MAPPING DATA ” MEANS DATA IN AN ELE CTRONIC OR 17 DIGITAL FORMAT TO AS SIST FIRST RESPONDERS IN RESPON DING TO EMERGENCIES 18 AT A SCHOOL. 19 (B) THERE IS A SCHOOL MAPPING DATA PROGRAM IN THE DEPARTMENT 20 CENTER. 21 (C) THE PURPOSE OF THE PROGRAM IS TO PROVIDE FUNDS TO COUNTY 22 BOARDS LOCAL SCHOOL SYSTEMS TO PRODUCE SCHOOL MA PPING DATA FOR EACH 23 PUBLIC SCHOOL IN THE COUNTY, INCLUDING PUBLIC CHA RTER SCHOOLS . 24 (D) (1) EACH COUNTY BOARD LOCAL SCHOOL SYSTEM , IN CONSULTATION 25 WITH THE LOCAL LAW E NFORCEMENT AGENCY , MAY APPLY TO THE DEPARTMENT 26 SUBCABINET FOR FUNDS TO PRODUCE SCHOOL MAPPING DATA . 27 (2) SCHOOL MAPPING DATA P RODUCED WITH FUNDING FROM THE 28 PROGRAM SHALL COMPLY WITH THE FACI LITY MAPPING STANDAR DS DEVELOPED 29 HOUSE BILL 472 3 BY THE INTERAGENCY COMMISSION ON SCHOOL CONSTRUCTION UNDER § 5–310.1 1 OF THIS ARTICLE. 2 (3) THE CENTER SHALL WORK IN CONSULTATION WITH TH E 3 INTERAGENCY COMMISSION ON SCHOOL CONSTRUCTION TO ENSUR E THAT SCHOOL 4 MAPPING DATA PRODUCE D WITH FUNDING FROM THE PROGRAM MEETS THE 5 FACILITY MAPPING STA NDARDS DEVELOPED UND ER § 5–310.1 OF THIS ARTICLE. 6 (4) AT A MINIMUM , SCHOOL MAPPING DATA PRODUCED WITH 7 FUNDING FROM THE PROGRAM SHALL : 8 (I) BE COMPATIBLE WITH SO FTWARE PLATFORMS USE D BY 9 THE SCHOOL AND LOCAL , STATE, AND FEDERAL PUBLIC S AFETY AGENCIES THAT 10 PROVIDE EMERGENCY SE RVICES TO THE SCHOOL WITHOUT REQUIRING TH E 11 PURCHASE OF ADDITION AL SOFTWARE OR CH ARGING A FEE TO VIEW OR ACCESS THE 12 DATA; 13 (II) BE IN A PRINTABLE FOR MAT AND, IF REQUESTED , BE IN A 14 DIGITAL FILE FORMAT THAT CAN BE INTEGRAT ED INTO INTERACTIVE MOBILE 15 PLATFORMS ; 16 (III) BE VERIFIED FOR ACCUR ACY BY A WALK–THROUGH OF THE 17 SCHOOL BUILDINGS AND GROUNDS ; 18 (IV) BE ORIENTED TRUE NORT H; 19 (V) BE OVERLAID ON CURREN T AERIAL IMAGERY ; 20 (VI) CONTAIN SITE–SPECIFIC LABELING TH AT MATCHES THE 21 STRUCTURE OF SCHOOL BUILDINGS, INCLUDING: 22 1. ROOM LABELS; 23 2. HALLWAY NAMES ; 24 3. EXTERNAL DO OR OR STAIRWELL NUMB ERS; AND 25 4. LOCATIONS OF: 26 A. HAZARDS; 27 B. CRITICAL UTILITY LOCA TIONS; 28 C. KEY BOXES; AND 29 4 HOUSE BILL 472 D. AUTOMATED EXTERNAL DE FIBRILLATORS AND 1 TRAUMA KITS; 2 (VII) CONTAIN SITE–SPECIFIC LABELING TH AT MATCHES THE 3 SCHOOL GROUNDS, INCLUDING: 4 1. PARKING AREAS ; 5 2. ATHLETIC FIELDS; 6 3. SURROUNDING ROADS ; AND 7 4. NEIGHBORING PROPERTIE S; AND 8 (VIII) BE OVERLAID WITH GRID DED X AND Y COORDINA TES. 9 7–1512. 10 (a) There is a Safe Schools Fund. 11 (b) The purpose of the Fund is to provide grants to local school systems to enhance 12 school safety. 13 (c) The Subcabinet shall administer the Fund. 14 (d) (1) The Fund is a special, nonlapsing fund that is not subject to § 7–302 of 15 the State Finance and Procurement Article. 16 (2) The Treasurer shall hold the Fund separately and the Comptroller shall 17 account for the Fund in conjunction with the Executive Director of the Center. 18 (e) The Fund consists of: 19 (1) Money credited to the Fund under § 17–106(e) of the Transportation 20 Article; 21 (2) Money appropriated in the State budget to the Fund; 22 (3) Money appropriated to the Fund under § 7–1508 of this subtitle; 23 (4) Money from any other source accepted for the benefit of the Fund; and 24 (5) Any interest earnings of the Fund. 25 HOUSE BILL 472 5 (f) Except as provided in [subsection (g)] SUBSECTIONS (G) AND (H) of this 1 section, the Fund may be used only to provide grants to local school systems to enhance 2 school safety, including: 3 (1) Conducting training for students and school personnel on de–escalation 4 of situations and identifying and reporting behaviors of concern; 5 (2) Conducting training of assessment teams; 6 (3) Conducting school safety evaluations; 7 (4) Establishing formal and anonymous mechanisms for reporting safety 8 concerns; 9 (5) Reimbursing local law enforcement agencies for school resource officer 10 training provided by the Center; 11 (6) Enrolling school security employees in training provided by the Center; 12 (7) Developing plans to deliver school–based behavioral health and other 13 wraparound services to students who exhibit behaviors of concern, including establishing 14 systems to maximize external funding for services; 15 (8) Outreach to the broader school community to improve school safety, 16 including to heighten awareness of existing mental health services and other services; 17 (9) Providing information to students and parents on traveling safely to 18 and from school, including data related to bus and pedestrian safety, strategies for ensuring 19 personal safety, efforts of the local school system to improve safety, and information on 20 available options for reporting incidents and concerns; and 21 (10) Assisting local school systems to improve and monitor traffic control 22 measures in the immediate vicinity of schools to reduce the potential for pedestrian and 23 vehicle accidents. 24 (g) Beginning in fiscal year 2020 and each fiscal year thereafter, at least 25 $10,000,000 of the money in the Fund shall be used to provide grants to local school systems 26 and local law enforcement agencies as provided under § 7–1508 of this subtitle. 27 (H) THE SUBCABINET MAY USE THE FUND TO PROVIDE FUNDI NG TO THE 28 DEPARTMENT TO IMPLEME NT § 7–452 OF THIS TITLE LOCAL SCHOOL SYSTEMS IN 29 ACCORDANCE WITH § 7–1510.1 OF THIS SUBTITLE. 30 [(h)] (I) (1) The Subcabinet may make grants to local school systems and 31 local law enforcement agencies from the Fund. 32 6 HOUSE BILL 472 (2) The Subcabinet shall establish procedures for local school systems and 1 local law enforcement agencies to apply for grants from the Fund. 2 [(i)] (J) (1) The State Treasurer shall invest the money of the Fund in the 3 same manner as other State money may be invested. 4 (2) Any interest earnings of the Fund shall be credited to the Fund. 5 [(j)] (K) Expenditures from the Fund may only be made: 6 (1) In accordance with the State budget; or 7 (2) By the budget amendment procedure as provided in § 7–209 of the State 8 Finance and Procurement Article, if at least 45 days have passed since the budget 9 amendment and supporting information were submitted to the budget committees for their 10 review and comment. 11 [(k)] (L) Money expended from the Fund by local school systems to enhance 12 school safety is supplemental to and is not intended to take the place of funding that 13 otherwise would be appropriated to local school systems. 14 SECTION 2.
