A BILL ENTITLED 
 
AN ACT concerning 1 
 
Sheriff of Frederick County โ€“ Salary โ€“ Workgroup 2 
 
FOR the purpose of establishing the Workgroup to Study the Salary of the Sheriff of 3 
Frederick County; and generally relating to the Workgroup to Study the Salary of 4 
the Sheriff of Frederick County. 5 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6 
That: 7 
 
 (a) There is a Workgroup to Study the Salary of the Sheriff of Frederick County. 8 
 
 (b) The Workgroup consists of the following members: 9 
 
 (1) one member of the Senate of Maryland who is registered as a Democrat 10 
and a member of the Frederick County Delegation, appointed by the President of the 11 
Senate; 12 
 
 (2) one member of the House of Delegates who is registered as a Democrat 13 
and a member of the Frederick County Delegation, appointed by the Speaker of the House; 14 
 
 (3) one member of the Senate of Maryland who is registered as a 15 
Republican and a member of the Frederick County Delegation, appointed by the President 16 
of the Senate; and 17 
 
 (4) one member of the House of Delegates who is registered as a Republican 18 
and a member of the Frederick County Delegation, appointed by the Speaker of the House. 19 
 
 (c) The Workgroup members shall elect a chair of the Workgroup. 20 
 
 (d) The legislative liaison of the County Executive of Frederick County in 21 
consultation with the staff of the members of the Workgroup shall provide staff for the 22  2 	HOUSE BILL 578

 (e) A member of the Workgroup: 2 
 
 (1) may not receive compensation as a member of the Workgroup; but 3 
 
 (2) is entitled to reimbursement for expenses under the Standard State 4 
Travel Regulations, as provided in the State budget. 5 
 
 (f) The Workgroup shall: 6 
 
 (1) study the salaries of: 7 
 
 (i) the sheriff in each county in the State; and  8 
 
 (ii) any other law enforcement position with similar responsibilities 9 
and preparation requirements as a sheriff; and 10 
 
 (2) make recommendations regarding the salary of the Sheriff of Frederick 11 
County. 12 
 
 (g) On or before December 15, 2025, the Workgroup shall report its findings and 13 
recommendations to the Frederick County Delegation to the General Assembly in 14 
accordance with ยง 2โ€“1257 of the State Government Article. 15 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 16 
1, 2024. It shall remain effective for a period of 1 year and 7 months and, at the end of 17 
December 31, 2025, this Act, with no further action required by the General Assembly, shall 18 
be abrogated and of no further force and effect. 19
