2020 FOR the purpose of prohibiting the Department of the Environment from adopting the 3

5050 (a) In consultation with the Administration and as provided under this subtitle, 1
5151 the Department shall establish by regulation and maintain a low emissions vehicle 2

5454 (1) Is authorized by § 177 of the federal Clean Air Act; and 4
