AN ACT concerning 1 
 
Workgroup to Study the Fiscal and Operational Viability of Public–Private 2 
Partnerships for Calvert County Public Schools 3 
 
FOR the purpose of establishing a Workgroup to Study the Fiscal and Operational Viability 4 
of Public–Private Partnerships for Calvert County Public Schools; and generally 5 
relating to the Workgroup to Study the Fiscal and Operational Viability of  6 
Public–Private Partnerships for Calvert County Public Schools. 7 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8 
That: 9 
  
 (a) There is a Workgroup to Study the Fiscal and Operational Viability of  10 
Public–Private Partnerships for Calvert County Public Schools. 11 
 
 (b) The Workgroup consists of the following members: 12 
 
 (1) two Senators appointed by the President of the Senate, based on the 13 
recommendation of the chair of the Calvert County Senate Delegation; 14 
 
 (2) two Delegates appointed by the Speaker of the House, based on the 15 
recommendation of the chair of the Calvert County House Delegation; 16 
 
 (3) two members of the Board of Calvert County Commissioners, appointed 17 
by the Board of Calvert County Commissioners; 18  2 	SENATE BILL 114  
 
 
 
 (4) two members of the Calvert County Board of Education, appointed by 1 
the Chair of the Calvert County Board of Education; 2 
 
 (5) the Chair of the Interagency Commission on School Construction, or the 3 
Chair’s designee; and 4 
 
 (6) the Executive Director of the Maryland Stadium Authority, or the 5 
Executive Director’s designee. 6 
 
 (c) The Workgroup members shall elect the chair of the Workgroup. 7 
 
 (d) The Calvert County Board of Education shall provide staff for the Workgroup. 8 
 
 (e) A member of the Workgroup: 9 
 
 (1) may not receive compensation as a member of the Workgroup; but 10 
 
 (2) is entitled to reimbursement for expenses under the Standard State 11 
Travel Regulations, as provided in the State budget. 12 
 
 (f) The Workgroup shall: 13 
 
 (1) study: 14 
 
 (i) the fiscal and operational viability of using a public–private 15 
partnership for financing, constructing, maintaining, and operating schools in Calvert 16 
County; 17 
 
 (ii) implementation of a public–private partnership by Calvert 18 
County Public Schools; and 19 
 
 (iii) how a public–private partnership may relieve the significant 20 
burden for funding new school construction and renovations for Calvert County Public 21 
Schools; and 22 
 
 (2) make recommendations regarding using a public–private partnership 23 
for: 24 
 
 (i) new school construction; and 25 
 
 (ii) maintenance and rehabilitation of schools to meet the identified 26 
needs at lower cost. 27 
 
 (g) On or before December 31, 2024, the Workgroup shall report its findings and 28 
recommendations to the Board of Calvert County Commissioners, the Calvert County 29 
Board of Education, the Interagency Commission on School Construction, and, in 30   	SENATE BILL 114 	3 
 
 
accordance with § 2–1257 of the State Government Article, the members of the Calvert 1 
County Delegation to the General Assembly. 2 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 3 
1, 2024. It shall remain effective for a period of 1 year and 1 month and, at the end of June 4 
30, 2025, this Act, with no further action required by the General Assembly, shall be 5 
abrogated and of no further force and effect. 6
