Environment – Membership and Duties of Cox Creek Citizens Oversight 2 
Committee – Alterations 3 
 
FOR the purpose of altering the membership and duties of the Cox Creek Citizens 4 
Oversight Committee; and generally relating to the Cox Creek Citizens Oversight 5 
Committee.   6 
 
BY repealing and reenacting, with amendments, 7 
 Article – Environment 8 
 Section 5–1102.1  9 
 Annotated Code of Maryland 10 
 (2013 Replacement Volume and 2023 Supplement) 11 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12 
That the Laws of Maryland read as follows: 13 
 
Article – Environment 14 
 
5–1102.1.  15 
 
 (a) (1) The Governor shall appoint a Cox Creek Citizens Oversight Committee. 16 
 
 (2) The terms of the members of the Oversight Committee shall be 17 
determined by the Governor. 18 
 
 (b) The Oversight Committee shall be composed of the following members: 19 
 
 (1) 2 members of the [North County Land Trust] LAND TRUST THAT 20  2 	SENATE BILL 249  
 
 
HOLDS THE CONSERVATI ON EASEMENT OF THE COX CREEK FORESTED 1 
CONSERVATION EASEMENT AREA; 2 
 
 (2) 1 [delegate to the Greater Pasadena Council who represents a 3 
waterfront community] INDIVIDUAL WHO REPRE SENTS A WATERFRONT C OMMUNITY 4 
IN NORTHERN ANNE ARUNDEL COUNTY;  5 
 
 (3) 1 member of the Pasadena Sport Fishermen’s Group; 6 
 
 (4) 1 [member of the Anne Arundel County Watermen’s Association] 7 
INDIVIDUAL WHO REPRE SENTS RECREATIONAL B IRDING IN ANNE ARUNDEL 8 
COUNTY; 9 
 
 (5) [1 member of the Maryland Saltwater Sport Fishermen’s Association; 10 
 
 (6)] 1 individual who represents the pleasure boating industry in Anne 11 
Arundel County; 12 
 
 [(7)] (6) 1 member of the Pasadena Business Association; 13 
 
 [(8)] (7) 1 member of the Restore Rock Creek organization; 14 
 
 [(9)] (8) 1 member of the [South] Baltimore [Business Alliance] 15 
INDUSTRIAL GROUP; 16 
 
 [(10)] (9) 1 resident of legislative district 31; and 17 
 
 [(11)] (10) 1 resident of legislative district 46. 18 
 
 (c) The Oversight Committee shall: 19 
 
 (1) Monitor the [redeposit of Anne Arundel County dredged material and 20 
other dredged material in the Cox Creek area] MANAGEMENT OF DREDGE D MATERIAL 21 
AT THE COX CREEK DREDGED MATERIAL CONTAINMENT FACILITY; 22 
 
 (2) (I) [Hear and dispose of complaints lodged by individuals affected 23 
by the redeposit of Anne Arundel County dredged material and other dredged material in 24 
the Cox Creek area] PROVIDE INPUT AND FEEDBACK T O THE MARYLAND PORT 25 
ADMINISTRATION REGARD ING THE MANAGEMENT O F DREDGED MATERIAL AT T HE 26 
COX CREEK DREDGED MATERIAL CONTAINMENT FACILITY; AND  27 
 
 (II) MAKE RECOMMENDATIONS ON T HE POTENTIAL IMPACTS OF 28 
MANAGEMENT ACTIVITY ON NEARBY C OMMUNITIES AND NATUR AL RESOURCES ; and 29 
   	SENATE BILL 249 	3 
 
 
 (3) Appoint a member from the Committee to serve as a liaison to the 1 
[Innovative Use Advisory Council] INNOVATIVE REUSE COMMITTEE. 2 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 3 
1, 2024. 4
