AN ACT concerning 1 
 
Public Information Act – Surveillance Images – Illegal Dumping in Baltimore 2 
City 3 
 
FOR the purpose of repealing a certain provision of law requiring a custodian to deny 4 
inspection of certain surveillance images of illegal dumping in Baltimore City except 5 
under certain circumstances; and generally relating to the inspection of surveillance 6 
images of illegal dumping in Baltimore City.  7

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13 
That the Laws of Maryland read as follows: 14 
 
Article – General Provisions 15 
 
[4–322. 16 
 
 (a) In this section, “surveillance image” has the meaning stated in § 10–112 of the 17 
Criminal Law Article. 18 
 
 (b) Except as provided in subsection (c) of this section, a custodian of a 19 
surveillance image shall deny inspection of the surveillance image. 20 
 
 (c) A custodian shall allow inspection of a surveillance image: 21 
 
 (1) as required in § 10–112 of the Criminal Law Article; 22  2 	SENATE BILL 643  
 
 
 
 (2) by any person issued a citation under § 10–112 of the Criminal Law 1 
Article, or by an attorney of record for the person; or 2 
 
 (3) by an employee or agent of the Baltimore City Department of Public 3 
Works in an investigation or a proceeding relating to the imposition of or indemnification 4 
from civil liability under § 10–112 of the Criminal Law Article.] 5 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 6 
October 1, 2024. 7
