A BILL ENTITLED 
 
AN ACT concerning 1 
 
Harford County – Alcoholic Beverages – Class L License 2 
 
FOR the purpose of establishing a Class L beer, wine, and liquor license in Harford County; 3 
authorizing the Board of License Commissioners for Harford County to issue the 4 
license to a holder of a manufacturer’s license; authorizing the license holder to hold 5 
another license or permit issued by the Board; specifying that the license authorizes 6 
the license holder to sell certain beer, wine, and liquor for on–premises consumption 7 
under certain circumstances; requiring the license holder to provide prepackaged 8 
snacks; providing for the hours of sale and an annual license fee; requiring the 9 
retention of certain records for a certain period of time; and generally relating to 10 
alcoholic beverages in Harford County. 11 
 
BY repealing and reenacting, without amendments, 12

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 22 
That the Laws of Maryland read as follows: 23

 (A) THERE IS A CLASS L BEER, WINE, AND LIQUOR LICENSE . 3 
 
 (B) THE BOARD MAY ISSUE THE L ICENSE TO THE HOLDER OF A 4 
MANUFACTURER ’S LICENSE. 5 
 
 (C) THE LICENSE HOLDER MA Y HOLD ANOTHER LICEN SE OR PERMIT 6 
ISSUED BY THE BOARD TO SELL PRODUCT S THE HOLDER PRODUCE S TO THE EXTENT 7 
THE HOLDER IS AUTHOR IZED UNDER THE HOLDE R’S MANUFACTURER ’S LICENSE. 8 
 
 (D) THE LICENSE AUTHORIZE S THE LICENSE HOLDER , FOR ON–PREMISES 9 
CONSUMPTION , TO SELL BEER, WINE, AND LIQUOR: 10 
 
 (1) PRODUCED BY T HE HOLDER OR ANOTHER HOLDER OF A 11 
MANUFACTURER ’S LICENSE ISSUED UND ER THIS ARTICLE AND HELD IN THE 12 
COUNTY; AND 13 
 
 (2) THAT MAY BE MIXED WI TH: 14 
 
 (I) OTHER BEER , WINE, AND LIQUOR THAT IS P RODUCED OR 15 
MANUFACTURED IN THE COUNTY; OR 16 
 
 (II) NONALCOHOLIC PRODU CTS, REGARDLESS OF WHERE THE 17 
NONALCOHOLIC PRODUCT S ARE PRODUCED OR MA NUFACTURED . 18 
 
 (E) THE LICENSE HOLDER SH ALL RETAIN, FOR 2 YEARS AFTER THE DATE OF 19 
PURCHASE, INVOICES AND ANY REC ORDS OF THE PURCHASE OF ANY ALCOHOLIC 20 
BEVERAGE PRODUCT NOT MANUFACTURED BY T HE LICENSE HOLDER . 21 
 
 (F) THE LICENSE HOLDER IS NOT REQUIRED TO SELL FOOD BUT IS 22 
REQUIRED TO PROVIDE PREPACKAGED SNACKS . 23 
 
 (G) THE HOURS OF SALE FOR A CLASS L BEER, WINE, AND LIQUOR LICENSE 24 
ARE THE SAME AS THOS E FOR THE UNDERLYING MANUFACTURER ’S LICENSE. 25 
 
 (H) THE ANNUAL LICENSE FE E IS $3,000. 26 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 27 
1, 2024. 28
