AN ACT concerning 1 
 
Unemployment Insurance – Child Support Arrearage to Work Pilot Program – 2 
Established 3 
 
FOR the purpose of establishing a Child Support Arrearage to Work Pilot Program within 4 
the Department of Labor to connect individuals who are unemployed and in arrears 5 
under a child support order with employment opportunities in the State; and 6 
generally relating to the establishment of the Child Support Arrearage to Work Pilot 7 
Program. 8

 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14 
That the Laws of Maryland read as follows: 15 
 
Article – Labor and Employment 16 
 
8–311.3. 17 
 
 (A) IN THIS SECTION , “PROGRAM” MEANS THE CHILD SUPPORT 18 
ARREARAGE TO WORK PILOT PROGRAM. 19  2 	HOUSE BILL 1126  
 
 
 
 (B) THERE IS A CHILD SUPPORT ARREARAGE TO WORK PILOT PROGRAM 1 
IN THE DEPARTMENT . 2 
 
 (C) THE PURPOSE OF THE PROGRAM IS TO CONNECT INDIVIDUAL S WHO ARE 3 
UNEMPLOYED AND IN ARREARS UNDER A CHILD SUPPORT ORDER WITH 4 
EMPLOYMENT OPPORTUNI TIES IN THE STATE, INCLUDING EMPLOYMENT 5 
OPPORTUNITIES IN STATE GOVERNMENT . 6 
 
 (D) THE DEPARTMENT , IN CONSULTATION WITH THE DEPARTMENT OF 7 
HUMAN SERVICES AND THE DEPARTMENT OF BUDGET AND MANAGEMENT , SHALL: 8 
 
 (1) IMPLEMENT THE PROGRAM; AND 9 
 
 (2) ESTABLISH THE PROCEDURES AND SAFEG UARDS NECESSARY TO 10 
SECURELY SHARE INFORMATION RELATED TO THE PROGRAM AND PARTICIPA NTS IN 11 
THE PROGRAM. 12 
 
 (E) THE DEPARTMENT MAY ADOPT REGULATIONS TO CARRY OUT THIS 13 
SECTION. 14 
 
 (F) ON OR BEFORE JULY 1, 2026, THE DEPARTMENT SHALL REPORT TO THE 15 
GOVERNOR AND , IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT 16 
ARTICLE, THE GENERAL ASSEMBLY, ON THE DEPARTMENT ’S FINDINGS AND ANY 17 
RECOMMENDATIONS RELATED TO THE CONTINUATION OF THE PROGRAM. 18 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 19 
1, 2025. It shall remain effective for a period of 1 year and, at the end of June 30, 2026, this 20 
Act, with no further action required by the General Assembly, shall be abrogated and of no 21 
further force and effect. 22
