8282 SECTION 2. AND BE IT FURTHER ENACTED, That, if any provision of this Act or 22
8383 the application of any provision of this Act to any person or circumstance is held invalid for 23
8484 any reason in a court of competent jurisdiction, the invalidity does not affect other 24
8585 provisions or any other application of this Act that can be given effect without the invalid 25
8686 provision or application, and for this purpose the provisions of this Act are declared 26
8787 severable. 27

8989 SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency 28
9090 measure, is necessary for the immediate preservation of the public health or safety, has 29
9191 been passed by a yea and nay vote supported by three–fifths of all the members elected to 30
9292 each of the two Houses of the General Assembly, and shall take effect from the date it is 31
9393 enacted. 32
