150- (a) The State Highway Administration shall convene a workgroup to study best 2
151-practices regarding speed monitoring systems in school zones. 3

153- (b) The study of the workgroup shall: 4

155- (1) include relevant local education stakeholders, including local 5
156-governments, local law enforcement, and any other participants necessary to fully 6
157-represent the interests of student pedestrians in school zones; 7
158-
159- (2) assess: 8

161- (i) the existing policies regarding speed monitoring systems in 9
162-school zones; 10
163-
164- (ii) whether the current radius in which speed monitoring systems 11
165-are allowed in school zones is consistent with best practices; 12

167- (iii) the annual number of serious traffic incidents that occur within 13
168-the current radius in which speed monitoring systems are allowed in school zones, by 14
169-jurisdiction; 15

171- (iv) the number of speed monitoring systems currently located within 16
172-the current radius in which speed monitoring systems are allowed in school zones, by 17
173-jurisdiction; 18

175- (v) the average distance that each speed monitoring system within 19
176-a school zone is located from the property line of the school with which it is associated, by 20
177-county; and 21

179- (vi) any other best practices regarding the use of speed monitoring 22
180-systems in school zones. 23

182- (c) On or before December 1, 2025, the State Highway Administration shall 24
183-submit the findings and any recommendations of the study to the Governor and, in 25
184-accordance with § 2–1257 of the State Government Article, the General Assembly. 26
