A BILL ENTITLED 
 
AN ACT concerning 1 
 
Workgroup to Study School Bus Safety 2 
(Maryland School Bus Safety Act of 2025) 3 
  
FOR the purpose of establishing the Workgroup to Study School Bus Safety; and generally 4 
relating to the Workgroup to Study School Bus Safety. 5 
 
 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6 
That: 7 
 
 (a) There is a Workgroup to Study School Bus Safety. 8 
 
 (b) The Governor shall appoint members of the Workgroup. 9 
 
 (c) The Governor shall designate the chair of the Workgroup. 10 
 
 (d) The Maryland Department of Transportation, in consultation with the State 11 
Department of Education, shall provide staff for the Workgroup. 12 
 
 (e) A member of the Workgroup: 13 
 
 (1) may not receive compensation as a member of the Workgroup; but 14 
 
 (2) is entitled to reimbursement for expenses under the Standard State 15 
Travel Regulations, as provided in the State budget. 16 
 
 (f) The Workgroup shall study and identify issues related to safety for and 17 
behavior of students and bus drivers on buses driven to or from a primary or secondary 18 
school in the State. 19 
 
 (g) On or before June 30, 2026, the Workgroup shall report its findings and 20  2 	HOUSE BILL 200  
 
 
recommendations to the governing body of each county and Baltimore City, each county 1 
board of education, including Baltimore City, the Governor, and, in accordance with §  2 
2–1257 of the State Government Article, the General Assembly. 3 
 
 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 4 
1, 2025. It shall remain effective for a period of 2 years and, at the end of June 30, 2027, 5 
this Act, with no further action required by the General Assembly, shall be abrogated and 6 
of no further force and effect. 7
